About the role
The M&E Advisor will provide primary management, research, analysis, evaluation, and reporting for interventions implemented on the USAID/ Libya Stabilisation Activity. The M&E Advisor will serve as part of the senior management team to inform and lead strategic program management in coordination with USAID, project partners, and Crown Agents support.

Work closely with partners on all aspects of Monitoring, Evaluation, Assessment and Learning to ensure the quality of all outputs, including quarterly reports, annual reviews, log-frames, theory of change and SMART indicators.
In collaboration with partners, ensure all aspects of MEAL framework design and delivery are underpinned by robust conceptual frameworks for Leave no-one Behind Strategy.
Work with partners to ensure that strong data management processes are in place and that project data is aggregated, analysed and used to understand progress, challenges and bottlenecks to the project.
Oversee the performance of the MEAL partner, ensuring they are performing in line with contractual expectations. Regularly communicate progress on deliverables and performance with the Deputy Chief of Party (DCoP) and Chief of Party (CoP).
Contribute to USAIDs progress report and ad-hoc information requests.
Contribute to integrated lessons learned approach that captures learnings and best practice over the course of the project, enabling the project to be flexible and adaptative so that outcomes will continue to be delivered in a context of fragility, security and shifting priorities
Work collaboratively with the DCoP and CoP to regularly monitor and analyse value for money indicators (VFM) to inform decisions on project delivery and effectiveness
Ensure that our MEAL activities on the project contribute to Crown Agent’s core values, enabling us to increase our accountability, enhance adaptiveness and ensure sustainability of our projects.
Ensure that MEAL activities and requirements are fully costed and spend is closely monitored with support from the financial team.
Work closely with the delivery and communications team to enable transparent, effective and accurate evidence-based communication of Crown Agents’ impact and learning
Feed into the organisation’s overall impact communications planning and client reporting processes.
Keep up-to-date with emerging and trending best practice in processes and tools for MEAL, including evaluations of similar projects;
Support the building of a continuous learning culture within the project and Crown Agents, enabling adaptive programming through strong MEAL frameworks.
About you
Master’s degree
Fluency in English is required; Arabic ability is preferred.
Advanced degree in international development, international affairs, crisis management, or a related field preferred
Minimum of 7 years of experience on donor-funded projects and/or USAID funded projects with preference for experience in North Africa
Demonstrated experience in working with government structures at central or sub-national level.
Experience in providing technical assistance, change management, mentoring, and training experience in public financial management elements, anti-corruption, ethics, risk mitigation.
Knowledge of the Libyan or similar region public financial management landscape.
