General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

PUI is starting operations in Libya with a health intervention in Benghazi to improve access to quality healthcare for individuals affected by the ongoing conflict in Benghazi and its surroundings. The Mission is currently organised with a Coordination Office in Tunis with overall authority for the mission under the Head of Mission. The Operations Office in Benghazi is overseen by a Deputy Head of Mission. Regular monitoring visits by the Coordination Office to the field office(s) in Libya will take place until Coordination can be based in Libya.

 

 

Job Description
Overall objective
The Accountability Assistant is contributing to the implementation of Accountability activities in the field, by collecting data and feedbacks from Affected Population and communities targeted by PUI projects. Accountability activities may include (but are not limited to) monitoring visits at project sites, feedbacks field desk, collect feedbacks from the different channels implemented (such as hotline and feedback boxes), participate to the organisation of community consultations and meetings. In addition, Accountability assistant will be requested to produce weekly reports on his/her field activities, including small scale analysis of the situations such providing feedback and observations as well as recommendation to improve program quality.
Tasks and Responsibilities
Under the supervision of the MEAL Officer and MEAL CO, the Accountability Assistant is expected to:

Specific objectives and linked activities
1.   FEEDBACK AND RESPONSE MECHANISM (FPM) DESIGN

–          Support the MEAL Officer in designing Feedback and Processing Mechanism activities and plans for each project implemented

–          To support MEAL Team to design appropriate community consultation sessions when relevant to ensure active participation of affected population.

–          Support the MEAL Officer to set up functional Feedbacks Processing Mechanism (FPM) reaching affected population  for all project implemented by PUI in his/her area of intervention

2.   MANAGEMENT OF THE FEEDBACK PROCESSING MECHANISM

–          Aligning with feedback channels put in place, visit regularly all project locations in his/her area of intervention to collect direct feedbacks from Affected Population and community members according to the plan designed jointly with the MEAL officer

–          Collecting feedbacks from different channels on daily, weekly monthly basis aligning with the feedback channel process

–          Reaching out to affected population (feedback providers) to collect additional information when relevant

–          Sharing the feedbacks with the MEAL officer to provide appropriate answer addressing feedback received

–          Support the follow-up of the feedbacks when requested by the MEAL officer

–          Reaching out to affected population for follow-up and collecting satisfaction follow-up

–          Support the MEAL Officer  in organizing and leading the meetings with community members when relevant

–          Ensure the closing the loop of feedback according to the process on a timely manner and update the database accordingly

3.   DATA COLLECTION FOR THE FPM

–          Collect feedback on the field during the field visits, through the feedback channels defined for each project (boxes, community meetings, help desks)

–          Fill the feedback database based on the data collected/received from the feedback provider

–          Ensure categorisation of the feedback aligns with the criteria and classification designed

–          Responsible for equipment provided by PUI in the purpose of data collection.

–          Participate in the administrative and logistical organisation, planning and preparation of data collection under the supervision of the MEAL officer

4.   INFORMATION SHARING/COMMUNITY PARTICIPATION

–          Disseminate Program and MEAL key messages during field visits upon line manager request and in coordination with program colleagues

–          Contribute to the design of IEC materials, especially Program and MEAL key messages

–          Support the MEAL Officer in organizing consultations with community representatives to discuss about FPMs (Needs assessment of FPM channels, lessons learnt meeting…)

5.   CONTACT WITH AFFECTED POPULATION

–          Establish and maintain communication channels with the affected population and representatives based on relevancy, to monitor consequences of PUI’s interventions as well as impact.

–          Based on observation, report to MEAL officer any un-answered humanitarian needs, need for modification in the operational plan and other protection issue related to the affected population targeted

–          Based on observation, report to line manager any potential negative impacts in terms of protection, aligning with Do No Harm Principles, linked to PUI activities

6.   DATA AND REPORTING

–          Provides daily and weekly reports of his/her activity to line manager.

–          Archiving files and record respecting data protection protocols following SOPs designed

–          Align in data collection techniques and tools used based on SOPs designed and data collection requirement

–          Support in translation tools and materials related to the FPM and Accountability Framework through reviewing Arabic versions and ensuring its alignment to main principles.

–          Contributes to Data analysis by providing inputs from field observation

–          Report observations done on the field related to project and Accountability activities to the line manager

–          Report and address any irregular situation to the line manager considering the confidentiality of the topic

–          Disseminate on a monthly basis to MEAL Officers a report /email containing feedback received for the following types of feedback

–          Consolidate the databases from between different projects in one database

–          Categorize the feedback and share it on a weekly basis with the MEAL Officer

7.   OTHER

–          Participate in base regular meeting

–          Actively participate MEAL Team meeting providing updates on the process and key findings

–          Comply with PUI security protocol and Code of Conduct in the field

–          Actively participate in relevant learning, MEAL, strategic or programs workshops and meetings,

–          In case the employee has translation skills, she/he contribute to speaking and writing translations for any MEAL document that requested by his/her manager.

–          Ensure committing to confidentiality measures

–          When feedback comes in the form of requests for services, ensure the appropriate referrals are made, tracked in the referral database, followed up and closed
