How can you make a difference?

Key Tasks:

  • Review all key background documentation relevant to the country, current context and the functional area of expertise within country and across UNICEF (Sita An, CPD, global C4D documents and standards etc).
  • Map C4D Programmes/ initiatives implemented by teams and partners in Libya. Identify C4D/RCCE related assets, resources, gaps, opportunities and challenges (e.g. related to community networks, frontline workforces, media and communication channels) that can be leveraged or will need to be addressed or strengthened in country.
  • Develop partnerships and platforms to expand and intensify C4D/RCCE efforts for COVID response and for continuity of essential health and social services in the COVID context.
  • Provide technical expertise to UNICEF teams to develop and implement the evidence-based plan of action based on C4D strategy and relevant activities for CSD and CP teams building on the above and with clear participant prioritization by issue and corresponding behavioural analysis. Establish quality standards, track progress and evaluate the effectiveness of the interventions based on an agreed upon M&E framework.
  • Support and build the capacity of the government counterparts and partners in the implementation of the C4D/RCCE activities in the area of the COVID-19, Better Parenting Programme and Prevention of Violence Against Children. Contribute to advocacy, networking and partnership building in this regard.
  • Support the commissioning of research and evidence generation efforts linked to C4D/RCCE and in alignment with the C4D strategy (e.g. KAP studies).
  • Provide technical input and oversight for development of messages and creative materials as well as technical tools working in collaboration with Communications and Research teams as well as external third party agencies
  • Provide technical and facilitation support, co-leading where necessary, C4D/RCCE fora and platforms in collaboration with governmental, non-governmental and other UN partners.
  • Liaison with relevant functional specialists at field office, regional and headquarters levels to ensure alignment with global institutional standards, norms and practices. Provide technical support to filed based RCCE/C4D staff and counterparts as relevant.
  • Identify and document innovations, lessons learned and good practices in the design and roll-out of the C4D strategy and ensure cross-sharing and knowledge management.

Deliverables and Payments: 

The consultant is expected to dedicate 70 percent of her/his time to support the CSD programme and 30 percent to Child Protection programme During the consultancy period of 11 month the consultant is expected to deliver the following and accordingly will be paid in 4 different installments. The deliverables may change based on the progress of the work and can be adjusted after the agreement of the supervisors.

Deliverable 1
  • Undertake the literature review of the essential UNICEF approaches for RCCE and EVAC and as well as review the essential programme documents authored by Libya country office and capitalize key learnings.
  • In close cooperation with CSD and CP teams, review and suggest (if required) alteration to the draft strategies in relation to RCCE, EVAC, Better Parenting Programme and Road Safety Consultation with MENARO C4D focal point under relevant sections to
  • ensure coherence with UNICEF policies and capture learning from other countries in the region. After compiling the briefings with all the key staff and partners
  • propose the work plan and redefine the deliverables of the consultancy Submit the report summaries all the findings and authored documents
15% of the budget – to be completed within one month of the arrival 
Deliverable 2
  • Conduct a capacity assessment of the partners in regard to the C4D within the agreed strategies and prepare the training programme
  • Organize and implement capacity building initiatives to enhance the competencies of clients, Stakeholders and partners (government and non-government) in C4D planning, implementation and evaluation in support of programmes/projects
  • Support UNICEF CSD and CP teams and UNICEF partners and counterparts with the development of the respective sectoral plans and their implementation
  • Support UNICEF RCCE national coordinator and sub-national leads in strengthening the RCCE coordination efforts Support the team in reviewing and consolidating the findings of the KAP survey and preparing the required response
  • Work closely with the Communication team and UNICEF team in the production of the relevant IEC material
  • Submit the report summaries all the findings and authored documents
30% of the contract to be completed within four months of the arrival
Deliverable 3
  • Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners, e.g. academia; social networks; celebrities, journalist, media, all sectors/levels of (socially aware) society and critical audience to reinforce cooperation and/or pursue opportunities for C4D advocacy and programme. (at least 2 partnerships)
  • Work closely with the Communication team and UNICEF team in the production of the relevant IEC material. Try innovative practices, approaches and latest technology on multiple media and social and digital platforms and networks for C4D that are appropriate and available for the CO context and audience. ( at least 6 IEC material)
  • Continue supporting the RCCE coordination efforts (national and subnational) and programme implementation using C4D as a strategy to reach results at scale.
30% of the contract to be completed within seven months of the arrival 
Deliverable 4
  • Undertake the second capacity assessment of knowledge of the key stakeholders and organize a training ( at least 40% improvement of the knowledge is expected) Work closely with the Communication team and UNICEF team in the production of the relevant IEC material. Try innovative practices, approaches and latest technology on multiple media and social and digital platforms and networks for C4D that are appropriate and available for the CO context and audience. ( at least 6 IEC material)
  • Continue supporting the RCCE coordination efforts (national and subnational) and programme implementation using C4D as a strategy to reach results at scale.
  • Consolidate the programme learning to prepare for publishing at least one article within UNICEF and/or beyond
  • Submit the report summaries all the findings and authored documents Consolidate the programme learning to prepare for publishing at least one article within UNICEF and/or beyond

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree in one of the following fields related to C4D/RCCE is required: medicine, social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.

Experience:

  • A minimum of 4-5 years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public advocacy or another related area.
  • Relevant experience in a UN system agency or INGOs with the strong community engagement background is considered as an asset.
  • Experience working in a MENA is considered as an asset.

Language Requirements: 

  • Fluency in English is required. Knowledge of Arabic language of the duty station is considered as an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.  Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
