Background/IRC Summary:

The International Rescue Committee (IRC) has operated in Libya since 2016, where it works with Libyan national and local health authorities to provide inclusive free-of-charge health services to vulnerable populations. In Ein Zara, IRC provides migrants and refugees with integrated health and protection services.
Since the 2011 turmoil, Libya has suffered economic collapse, lawlessness, and the proliferation of violent militias. Infrastructure was destroyed, and access to basic services, such as health care, has dramatically decreased. In April 2019, another large-scale offense against the Government of National Accord in Tripoli affected densely populated areas in and around the city for over a year. The situation is further compounded by foreign support to militias and mercenaries and disregard for the UN-agreed arms embargo to the country. More recently, many have felt a sense of quiet optimism as the political situation appears to have shifted and stabilized with the handover of power in February 2021 to the new temporary Government of National Unity. Despite this positive turn of events, the latest crisis gripping Libya is the COVID-19 pandemic, for which case numbers have been steadily increasing since March 2021, even though the COVID-19 vaccine has been rolled out.
The IRC Libya program is in the process of expanding the scope and scale of health programming in Tripoli, developing an outcome-focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.

Time in Sebha/Brak satelite office: 100 % IRC Sebha/Brak office is the official work location.

SCOPE OF WORK AND RESPONSIBILITIES
Major Responsibilities:
The guard will be responsible for the security and safety of the IRC office in Sebha/Brak.
Responsibilities in detail:
- Access control (i.e., checking ID cards and ensuring visitors are on the visitor list).
- Patrolling outside and inside perimeter during night time
- Ensure the entrance area and outside areas are clean and presentable for staff and visitors.
- Pick up garbage, ensure the area is clean, and sweep the outdoor space at least once a day.
- Fully capable of reacting and using all the alarm systems and fire sensors.
- Water plants & basic gardening (weekend shifts or when needed).
- Security monitoring of the office and report to the Supply Chain Officer if any incidents.
- Access control in regards to beneficiaries.
- Respond in case of fire, i.e., alarming the fire department, alarm staff, elementary firefighting.
- Respond in case of first aid situation.
- Regular surveillance of the CCTV cameras (if they exist) is required 24 hours a day.
- Monitor the generator and fuel tanks (if they exist) in the center.
- Record names and IDs of all visitors and what time they entered and exited the compound, including workers, cleaners, gardeners, etc.
- Checking coffee machines, printers, stove, lights, etc., is turned off when staff has left the office.
- Ensure to lock office doors after working hours
- Ensure COVID-19 procedures and protocols are met by staff if ordered by the supply chain officer
- Other tasks requested by the supervisor.
REQUIREMENTS
- Relevant experience preferred.
- Proper hygiene and well organized.
- Good time management.
- Reliable and trustworthy.
- Sense of security awareness.
- Can keep calm under pressure.
- Ability to do basic physical work (lifting/kneeling/walking stairs)
LANGUAGES
Arabic and basic English (is an advantage)
OTHER
Within the first 6-18 months, attend and successfully finish the following training if provided by IRC:
- Elementary Firefighting
- Basic First Aid training
- Facility Security Assessment Training
- Security Guard training
