1. Purpose of the Consultancy:

The purpose of this initiative is to support the Ministry of Health (MOH) in strengthening the health system to improve the delivery of essential care package at primary care level, focusing on governance, service delivery, health management information system, health financing and human resources for health pillars, during the recovery phase 2022-2023.

2. Background:

Prior to 2011, the Libyan health system had achieved impressive health outcomes but the performance drastically plummeted with the onset of the armed conflict which evolved into a protracted political crisis characterized by instability, outbreaks of violence, and worsening of people’s living conditions. The persisting situation has not allowed for the recovery of the health system and the implementation of meaningful reforms to address the damages to the health governing, regulatory and management institutions and infrastructures resulting from the conflict and to tackle pre-existing structural challenges. As a result, the provision of effective and efficient health care in the public health facilities has been declining over the past ten years of instability. This situation affects the health of the populations, particularly the most vulnerable residing in low economic potential rural areas that are severely under resourced, worsened by the COVID-19 pandemic. This weak health system hampers Libya’s path towards resilience and progress towards Sustainable Development Goals (SDGs) and Universal Health Coverage (UHC).

Libyan Ministry of Health (MoH) has developed the Essential Package of Health Services (EPHS) for PHC, together with Health management information system. In addition, WHO Libya has been supporting the Ministry of Health (MOH) in formulating a Health Workforce (HWF) strategic plan. The plan consists of five strategic goals: Equity in Availability, Distribution and Skill mix countrywide; Improvement in leadership, management at entry, workplace and exit; Strengthening Health Workforce Production and Development; Updating policies guiding registration, acreditation, and licensing of Medical Education and Practice; and promoting Public Private Partnership (PPP).

In this context of a complex, relatively fragile State situation, the implementation of these excellent initiatives are hampered by many forces, hence the need to pilot them in a selected number of Municipalities to monitor and evaluate their feasibility, generate evidence on their effectiveness and gain experience in their implementation as well as confidence to scale them up nationwide towards a stronger health system by the end of the recovery phase. The purpose of this consultancy therefore is to midwife the implementation of these recovery initiatives in five selected Municipalities, to contribute to the success of a number of other reform strategies in the health sector towards the achievement of its vision of a strong Libyan health system capable to deliver quality services to all people when and where they need them. Achieving this vision requires a robust financing mechanism based on rational costing of the essential package of health services; a well-trained, committed and motivated workforce; reliable information on which to base decisions and policies; and access to medicines and health products which is also a pre-condition for the achievement of UHC, SDGs.

3. Work to be performed:

Consultant will be required to work 133 days between April 2022 and 30 November 2023, the consultant will support the MOH to launch the implementation of the health systems strengthening recovery initiatives in Sahat, Edri, Brak, Algothra and Ainzara, 2022 to 2023 (specific operational timelines and schedule to be established and confirmed with the selected candidate).

4. Specific tasks include:

– Carrying out staff and client satisfaction and service availability and readiness surveys, in collaboration with IRC, at mid-term (Oct-Dec 2022) and end-line (Sep-Nov 2023), to assess effectiveness of implementation of the recovery package, analyzing the data and writing the reports. The consultant will give feedback to the municipalities for them to validate the findings, and lead them in interpreting the results, to feed the findings into decision making, and planning to improve the recovery activities.

– Convening taskforce meetings once monthly for follow up of activities, and collection of data from implementing health facilities and Municipalities (as per the detailed timeframe below).

5. Deliverables:

– The mid-term survey report.

– The end-line survey report.

– 15 monthly progress reports on implementation of health systems recovery action plan.

6. Qualifications:

Education:

First level university degree in Public Health or social sciences or equivalent area is required.

Experience 

At least 5 years of relevant professional work experience in health systems research, monitoring and evaluation, is required.

7. Technical skills and knowledge:

Cross sectional surveys, data analysis, interpretation, report writing and use of findings.

8. Language requirements:

Excellent knowledge of English and Arabic, is required.

NOTE: This consultancy will require travel; when and if requested by WHO to travel on official business, travel related expenses are covered accordingly by WHO via applicable rates of per diem; as per applicable WHO policies.
