Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

 

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

 

Job Purpose

The Security Officer is responsible for maintaining security on the ground, ensuring the safety and security of designated properties, assets, personnel, and visitors of the IFRC’s Operations (including the ERUs) implemented throughout Derna – Libya. Reporting to the Security Coordinator based in Benghazi, the Security Officer will ensure that security systems and procedures are effective and functional. The incumbent will also be responsible for timely reporting of any security concerns and exchange of information on security and safety-related matters. Additionally, the Security Officer will provide support to the IFRC Libya Country Office in implementing the security rules and regulations in the areas of operation, ensuring regular safety and security assessments and information gathering.

 

Job Duties and Responsibilities

  • Develop and maintain functional contacts and relationships with key stakeholders such as local authorities, security actors, political representatives, etc.
  • Identify reliable sources of information in the areas of intervention and triangulate information received from the field.
  • Conduct security check-ups and clearances for expatriate/international and national staff before their movements to the field, in coordination with the Libya Country Office.
  • Establish and maintain efficient relationships with local security and safety stakeholders.
  • Compile and submit bi-weekly reports tracking incidents and trends in humanitarian access and local security contexts within the IFRC’s areas of operation in the country.
  • Conduct security briefings for field missions and new staff members joining operations as required.
  • Conduct security assessments for implementation locations.

 

Job Duties and Responsibilities (continued)

  • Maintain database records and hardcopy files used to track safety and security data.
  • Generate movement plans for field observers throughout the country every week.
  • Work actively towards the achievement of the Federation Secretariat’s goals.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

 

Education

  • Bachelor’s degree in a field related to Security Management or equivalent experience in a related field. – Preferred
  • Certified in basic life support, preferably on paramedic level. – Preferred

 

Experience

  • Minimum 3 years of relevant work experience in the security field. – Required 
  • Experience in incident reporting, incident mapping, intelligence collation, and analysis functions, a compilation of security reports, and assessments. – Required 
  • Previous experience with NGOs. – Preferred
  • Good understanding of the humanitarian context. – Required 

 

Knowledge, Skills and Languages

  • Proficiency in MS Office applications (i.e., Internet, Word, Excel, Outlook, etc.). – Required
  • Valid driving license for more than 1 year; public driving license is preferable. – Required 
  • High knowledge of Libyan roads and locations. – Required 
  • Excellent communication skills. – Required 
  • Willingness to work in hardship operations. – Required 
  • Fluent spoken and written Arabic. – Required 
  • Good command of English. – Preferred
