Brief description of the position
Under the authority of the Counsellor for Cooperation and Cultural Action (COCAC), Director of the French Institute in Libya (IFL), you will design, negotiate and implement bilateral cooperation projects in the fields of humanitarianism, youth, civil society, human rights, justice, education and heritage. You will also serve as Secretary General of the Cooperation and Cultural Action Service (SCAC).
Main activities
The missions consist of: – ensuring the instruction and monitoring of France’s humanitarian and stabilization projects in Libya in conjunction with the Crisis and Support Center (CDCS); – monitoring youth, civil society, human rights and transitional justice issues; – contributing to the implementation of bilateral cooperation projects, particularly in the areas of education (particularly French as a foreign language) and heritage; – representing the French Embassy, in particular, at meetings of sectoral aid coordination mechanisms (United Nations Support Mission in Libya (UNSMIL), UN agencies, EU, other formats); – defining and implementing an annual budgetary program; – monitoring actions financed by public funds, particularly in terms of cooperation aid and internship grants; – participating in the definition of bilateral cooperation initiatives and contributing to the drafting of projects, in particular the Team France Fund (FEF) and the Franco-German Cultural Fund; – contribute to the search for multilateral and Libyan funding likely to finance the action of French operators; – develop relations with local authorities, French operators and with beneficiaries of cooperation actions in order to promote the visibility of cooperation; – write diplomatic notes as well as reports of meetings, interviews, thematic situation notes and verbal notes; – contribute to the organization of cultural events supported by the IFL.
Qualifications or professional experience recommended to perform the duties
Master 2. Knowledge or mastery of a local language would be an asset. Knowledge of the region as well.
