Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

The finance officer is in charge of the area’s accountancy and of the financial follow up of projects that ACTED is implementing in the region, under close consideration of the Office Manager and the Country Finance Manager.

Functions

  • Cash and Bank Management
  • Managing the cash boxes of the base, making cash and bank payments to suppliers ensuring all payments are supported with sufficient documentation as per ACTED rules and procedures. And registering all payments in the corresponding cash and bank books.
  • Conducting a weekly and a monthly cash count to ensure no discrepancies occurs.
  • Being the focal point for banks for the base, processing all request, and communicating regularly with the banks.
  • Conducting monthly bank reconciliations.
  • Consolidating and Managing the monthly accounting closures for Benghazi base, and supporting all other ACTED bases on their closures if needed.
  • Participating in the monthly cash request exercise, advising on the monthly cash needs of the area, to ensure sufficient liquidity.
  • Providing support to ACTED other offices when needed.
  • Budget Control:
  • Accountable of his area accountancy
  • Follow up of financial and accountancy procedures of ACTED (Country);
  • Accountable of efficient flow of financial and accountancy information to country finance;
  • Financial accountability of his area’s project;
  • Cost Control:
  • Ensures that all resources of his area is allocated on the project;
  • Ensures that the running cost of his area is not raising up from the standard norms;
  • Ensures that non allocated resources are not used on any project, unless an approval is given by the CFM;
  • Internal Control:
  • FLAT management in the area level;
  • Accountable of procurement documentation.
  • General:
  • Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination;
  • Report and clarify any work-related issues and challenges to supervisor in timely manner;
  • Respect time including to work, meetings, deadlines and other reasonable requests;
  • Maintain a good team spirit and stimulating working environment amongst staff and colleagues;
  • Commit to honest, high quality work in all aspects of responsibilities;
  • Be solution-driven;
  • Consider safety and security in the field, and immediately report all incidents to the security focal point;
  • Undertake any other tasks as reasonably assigned by the area coordinator.

Qualifications required

  • Minimum 2 years of work experience in a similar position.
  • Bachelors degree in finance, Accounting, Business administration or related subject.
  • Computer literate with significant experience in excel
  • Fluent in both English and Arabic Languages.
  • Good Communication and Email writing Skills.
  • Highly organized, dedicated, detail-oriented, and able to prioritize tasks to meet deadlines
