Background

The Libya Transition Initiative 4 is a newly awarded USAID program implemented by Chemonics International. The goal of the LTI4 is to establish and manage a quick-response mechanism supporting activities that reinforce stability and build an inclusive and peaceful democratic future.

 

Purpose

The Accountant will support financial operations for LTI 4 and ensure relevant financial policies are carried out on the project. The Accountant is responsible for entering all local transactions into ABACUS, the project financial management system, collecting and maintaining all information related to project financial documentation, and ensuring accurate and secure financial filing systems. The Accountant has the authority and the obligation to report any activity that does not appear to be in accordance with company, project or Government policy, guidelines or standards.

 

Reporting

The Accountant reports to the Finance Manager.

 

Location

Benghazi, Libya

 

Responsibilities

  • Review all accounting records for accuracy and legitimacy.
  • Prepare checks, receipts, journals, and other tracking documents, as needed.
  • Enter data of all complete payment requests vouchers into field office financial system.
  • In coordination with the Finance Manager, review all local financial transactions (e.g. petty cash, subcontract payments, etc.) into project’s accounting system.
  • Review timesheets for the finance manager so that payroll is processed in a timely and accurate fashion.
  • Maintain and update accounting records and files with appropriate supporting documentation and approvals.
  • Ensure that the program’s financial information and supporting documentation are kept confidential.
  • Track balances, including receivable accounts for individual staff, such as   outstanding travel advances, vehicle mileage, and personal telephone use.
  • Track employee Accounts Receivables (cash/travel advances) through Pivot tables to ensure 30-day turnaround
  • Manage completeness of project electronic finance files
  • Review entries by the other Accountant staff for complete documentation and mathematically accuracy according to Chemonics policy
  • Monitor payroll status in headquarter financial system and provided monthly updates
  • Other duties as assigned by the Finance Manager.

 

Qualifications

  • Advanced studies in relevant field, such as accounting, commerce, or business administration.
  • A minimum of two years of experience is required.
  • Experience working with the cooperating country financial/tax/legal requirements, working experience on donor funded projects and familiarity with the rules and regulations or international organizations is preferred.
  • Demonstrated working knowledge of accounting systems and software applications, including, MS Word, MS Excel and other project databases.
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently.
  • Ability to work in a professional and cordial manner with colleagues, visitors and the general public.
  • Fluent Arabic is required, English proficiency is acceptable although English fluency is strongly preferred.
