Job description

Overview of positionOn September 12, 2023, a state of emergency was declared by the Libyan government, in response to the floods that followed the Mediterranean Storm Daniel. The floods have had a devastating impact on Libya. Thousands of people have been killed, injured, or displaced. The damage to infrastructure is extensive, and the economic and social costs of the floods will be felt for years to come. The heavy rains caused two dams upstream from Derna to burst, releasing a torrent of water that swept away entire neighborhoods. Other areas that have been affected by the floods include the cities of Benghazi, Bayda, and Al Marj. The floods have also caused damage to infrastructure, including roads, bridges, and power lines. The floods have been caused by a combination of factors, including heavy rainfall, poor infrastructure, and climate change. The country has been experiencing a drought for several years, which has made the ground more susceptible to flooding.

The government has established an Emergency and Rapid Response Committee chaired by MoLG , at the deputy ministerial level to coordinate the response efforts with the local authorities in the affected areas on needs assessment and recovery plans. The government-led crisis response committee has expressed a strong willingness to collaborate with UN agencies in order to enhance and support their response efforts. This collaboration aims to leverage the expertise and resources of the UN to address the challenges at hand effectively. By working together, the government and UN agencies can ensure a coordinated and comprehensive approach to crisis response, leading to more efficient and impactful outcomes.

Role objectivesThe primary goal of this consultancy assignment is to provide comprehensive support to enhance the strategic planning, management, and operational efficiency of the Fund. The consultant will actively engage in defining strategic goals, budget planning, report drafting, contract preparation, capacity building, and various aspects of the Fund’s operations. The main tasks for this position are as follows :

  •  P articipate in providing the necessary support and consultations in defining the strategic goals, setting overall and sub-objectives, preparing annual planning budgets, programs, and phased implementation plans, in accordance with the vision, mission, and policies of the Fund.
  •  Assist in preparing and drafting special reports and correspondence related to addressing government entities and participate in preparing responses to regulatory and audit authorities.
  •  Contribute to providing support and consultations to the tenders and procurement committees and preparing drafts of contracts for the implementation of Fund managed projects.
  •  Assist in preparing and drafting memorandums of understanding MoUs and agreements with relevant entities related to the Fund, such as international organizations, civil society institutions, government sectors, and others, including organizing conferences, seminars, meetings, and local or international workshops.
  •  Provide consultations in developing compensation policies and strategies for the owners of buildings that are fully or partially destroyed due to the war or natural crisis.
  •  Contribute to preparing annual capacity-building plans and preparing specialized national staff in various areas of the Fund’s work.
  •  Assist in preparing organizational structures, mandates, tasks, and job descriptions, in addition to preparing internal proc edures/processes for managing the Fund.
  •  Provide consultations in initiating initiatives and opening avenues for cooperation aimed at increasing work outputs and continuous improvement of the Fund’s partnerships with internal and external partners .
  •  Perform other tasks within their area of expertise and within those mentioned above.

Additional Tasks

  •  Perform any additional tasks requested or decisions issued by the Director-General.
  •  Provide knowledge and training to Fund employees and work as a team to improve work efficiency.
  •  Propose developments to enhance work performance and increase efficiency within the Fund.

Team management.

Further information

  •  Demonstrated experience in tasks such as providing support and consultations in defining strategic goals, preparing budgets and implementation plans, drafting reports and correspondence for government and regulatory and audit authorities,
  •  At least five year s of this experience should involve working with government agencies, international organizations, or civil society institutions, demonstrating an understanding of the dynamics of such institutions.
  •  Proficiency in both Arabic and English, with the ability to write technical reports, correspondence, and minutes in both languages and provide accurate translations language .

Language

  •  Proficiency in English and Arabic

DUTY STATION: Benghazi – Libya, with the possibility to travel to municipalities in the east based on the project’s needs and on approval by the supervisor.
