“EU Libya Technical and Vocational Education and Training (TVET) Delivery and Development” is an EU funded, British Council implemented project, which aims to improve capacity and provide quality technical and vocational education and training in Libya, and to improve the quality of content and relevance of education and training to meet the demands in the labour market. Originally started in January 2013 and suspended due to “force majeure” in October 2014, the project has now been re-launched, with a team in Libya and Tunisia. The reactivated implementation will continue to develop capacity and methodologies for the TVET offer in Libya in line with real demand for skills in the Libyan economy. It will also focus on supporting the establishment of Centres of Excellence in a limited number of TVET institutions. Activities in these Centres of Excellence will include:
As a result, the Centre of Excellence institutes will be better equipped to provide higher quality training that is more relevant and matched to the needs of local employment. Overall Result Areas of the programme are as follows:

Purpose of the consultancy
The purpose of this consultancy is to provide operational and managerial support to the effective implementation of the EU funded TVET project. The Area Coordinators will be responsible for the overall coordination of the EU Libya TVET project in their respective geographical locations.
The EU-Libya TVET project seeks to make a significant contribution towards a modernized and demand-oriented TVET system that provides employment opportunities for disadvantaged youth. Accordingly, the success of the intervention depends on the achievement of four interrelated outputs/outcomes:
- A cadre of 35 school leaders in the targeted regions/ clusters is trained, and leaders competently leading and managing TVET institutes.
- A pool of at least 30 lead trainers is created and up to 750 instructors are trained according to comprehensive and modern pedagogical concepts, building both the professional (technical) and the pedagogical competencies of targeted instructors (for further cascading)
- Leaders in the selected TVET institutes actively support the dialogue and build cooperation agreements with businesses.
- Strengthened network of career information, advisory and guidance services for TVET trainees and graduates.
Scope of work:
This is an operational role and the incumbent will be responsible for the following duties:
Project Coordination
- Act as the project’s focal point in their respective regions
- Provide operational and logistical support to key and non-key experts in all four key result areas of the project
- Assist in arranging for workshops and other events and ensure their effective organisation and implementation.
Local Advisory Groups (LAGs)
- Maintain a direct and regular contact with the Local Advisory Groups
- Support the LAGs to implement, monitor and review project actions
Communication and Networking
- Ensure effective and efficient communication on project-related matters with key stakeholders in the respective geographical locations including the local representatives of the Ministry(ies), selected TVET institutes (designated Centres of Excellence), business partners and other interested stakeholders.
- Support the reflection of activities stimulating public interest in the relevant media, in collaboration with the Communication & Visibility experts.
- Ensure compliance with EU guidelines on communication and visibility.
Monitoring, Evaluation and Learning (MEL)
- Assist in ongoing monitoring and evaluation of the quality of project activities and their outcomes;
- Act on lessons learnt and improve the quality of events and their outcomes in close consultation with other experts
- Facilitate the dissemination of lessons learned to enable the team to replicate successes.
Reporting
- Submit monthly reports on project activities and results achieved in the respective geographical locations to the Deputy Team Leader.
Skills and Competencies
- Demonstrated experience in project management with local or international organisations (for at least five years)
- Fluency in both English and Arabic languages
- Basic IT skills and familiarity with the Microsoft Suite
- Strong analytical, reporting and communication skills
- Knowledge/ experience in data collection and reporting
- Planning and organisational skills
- Flexibility and ability to work under pressure.
Contract details |
The assignment will be offered on a fixed term basis for 400 working days in total, with an immediate start.
The successful candidate will essentially be home-based with frequent local travel in Tripoli or Benghazi and possible travel to other locations in Libya. They will be expected to deliver through both remote management and field missions as required.
