The ICRC Delegation in Libya has a vacancy for:
Buyer
The position will be based in Tripoli
Purpose:
The Buyer will be responsible for the procurement of all requested goods and Services for the ICRC in Libya under the supervision of the Procurement Manager.
Main Responsibilities:
- Acts as a focal point for processing Local Purchase Orders.
- Conduct regular market assessments and stay abreast of market trends.
- Updates and maintains knowledge about main suppliers; checks the market for potential new suppliers.
- Conduct research into the availability of goods and services.
- Ensures orders are delivered on time and items meet the specification required.
- Prepares each contract file and Selection Tables (ST) according to ICRC standards and procedures and submits them to the hierarchical superior.
- Receives goods and checks with the requester that they correspond to quantities and quality ordered.
- Ensures all required POs are entered and properly closed in the procurement database.
- Follows up on final payment and settlements with the finance department.
- Ensure that POs are properly filed, approved, and archived.
- In the case of petty cash purchases, physically visits the local markets in order to procure goods.
- Internally, interact with delegation staff from both Libya Support Unit in Tunis and LIBYA sub delegations (Benghazi, Misrata, and Sabha).
- Externally, interacts with a network of professional contacts within suppliers.
Education and experience required:
- Bachelor’s University Degree.
- Certifications in purchasing, procurement, supply-chain management, or engineering are a plus.
- Libyan National.
- Good command of oral and written English, French is a plus.
- Computer proficiency in general and Excel and word in particular.
- Driving License.
- 2 years of experience in a similar position.
- Confirmed technical skills in procurement.
- Good knowledge of the local market(s).
- Good negotiation and communication skills.
- Good knowledge of and experience with financial rules, procurement procedures, and supplier management.
- Must be able to travel inside and outside Libya.
- Capacity to apply ICRC rules and procedures.
- The capacity of treating information confidentially.
- Service oriented with a strong sense for setting priorities and flexibility.
