Project Background

“EU Libya Technical and Vocational Education and Training (TVET) Delivery and Development” is an EU funded, British Council implemented project, which aims to improve capacity and provide quality technical and vocational education and training in Libya, and to improve the quality of content and relevance of education and training to meet the demands in the labour market. Originally started in January 2013 and suspended due to “force majeure” in October 2014, the project has now been re-launched, with a team in Libya and Tunisia.

The reactivated implementation will continue to develop capacity and methodologies for the TVET offer in Libya in line with real demand for skills in the Libyan economy. It will also focus on supporting the establishment of Centres of Excellence in a limited number of TVET institutions. Activities in these Centres of Excellence will include:

  • Capacity building in leadership and management
  • Raising the skill levels of teachers
  • Providing relevant advice and guidance to graduates and the unemployed
  • Improving collaboration and understanding between education and business.

As a result, the Centre of Excellence institutes will be better equipped to provide higher quality training that is more relevant and matched to the needs of local employment.

Overall Result Areas of the programme are as follows:

  • Result Area A: Enhance the quality and relevance of training provision in a selected number of TVE schools to meet the social and economic needs of the community (Centres of Excellence)
  • Result Area B: Reinforce capacity of the main stakeholders representing the demand side such as employers’ organisations, syndicates and others to play an active role in the modernisation of the TVE system
  • Result Area C: Dissemination of project success and lessons learned informs wider initiatives at a national level and provide resources for further development of Centres of Excellence in additional municipalities.

Purpose of the consultancy

Education is a fundamental right in societies. Training serves a variety of purposes. Ultimately, education and training are geared to facilitate the transition from the area of learning to the area of employment.

This Project is supporting this transition process in the area of career information, counselling and guidance, as solid knowledge about jobs and markets is imperative to make the transition successful. This embraces knowledge about the typical profile of occupations, their competency requirements, but also underlying trends of changes in those profiles, often driven by technology changes.

Well-designed career information, advisories and guidance (CIAG) is instrumental to reduce the risks associated with the career decision, namely the selection of a job for practical and theoretical study, or (in the case of a job- holder) for a new job. Relevant CIAG services not only assist the individual but also have benefits for the community and even the society at large. If there are jobs waiting to be filled with qualified workers, but the information is not available to job seekers, productivity will suffer. Similarly, individuals looking for employment will be negatively affected by the lack of relevant information. It is therefore mandatory that existing initiatives and systems providing labour market information and job profiles are analysed, structured and synthesized. This will form a major building block in a concise and effective TVET system.

The overall purpose of the works under these TOR is to strengthen the development of career information, advisory and guidance services (CIAG) across Libya. The team of consultants will strengthen existing initiatives in the area of CIAG and build a concise network of job market information, initially at local/ regional level.

The Senior Expert shall

  • Support the mapping process of existing career guiding (CIAG) services, in terms of approach (methodology), relevance, gaps, potential partners, covering the targeted localities, jointly with Centres of Excellence TVET Institutes supported under this Project;
  • Facilitate preparation, implementation and reflections of workshops in selected localities, or joint virtual forums where information flows can be exchanged using internet technology;
  • Mobilise and support establishing CIAG networks, in close cooperation with the works on the Centres of Excellence (CoEs) (Result area 1 under this Project);
  • contribute to the sustainability of the CIAG services by supporting the development of the CIAG toolkit and other measures;
  • work closely with other components and strands of the Project and external stakeholders (projects) to ensure full synergies and networking of CIAGs across Libya.

Scope of works

The works will be undertaken by a team consisting of one CIAG Senior Expert who is leading the spectrum of works and guiding the CIAG Expert. The team of Experts will be supported by and report to the (Libya based) Deputy Team Leader and the (Tunis based) Team Leader. Further support is anticipated from the national stakeholders.

Scope of works:

  • Design the mapping methodology (target sample of interviewees, documents for desk research and questionnaires to be used as basic orientation);
  • At a local/ regional level: Map existing CIAG services, identifying capacity development needs and entry points for the development of a fully-fledged modernised information system on labour market and career issues;
  • Identify stakeholders as potential CIAG network members: complete the mapping in the two to four selected regions/ localities;
  • Support the creation of two to four Careers Information, Advice and Guidance (CIAG) Networks and Hubs (one in each geographic cluster) seeking linkages with the identified Centres of Excellence TVET institutes;
  • Support selected stakeholders, including TVET institution managers, teachers, employer representatives and local careers guidance practitioners in the efficient delivery of assistance on career information, advice and guidance (CIAG) for young people;
  • Support the creation and strengthening of CIAG services for students at all levels of formal education, and cooperate with those on information sharing concerning occupations and related job prospects;
  • Develop a sustainability plan for the CIAG networks and hubs in collaboration with the relevant stakeholders, including finalisation of the works on the development of a CIAG manual/ toolkit and its dissemination;
  • Ensure close collaboration with the Project’s Communication & Visibility specialists. In addition, the CIAG supporting team will ensure that in all work areas principles of gender equality, awareness, and gender mainstreaming will be fully adhered to;
  • Document all works in an M&E report, including lessons learned.

Expected Deliverables

  • An inception report capturing a workplan for the whole mission not later than five working days after the start of this assignment.
  • A recommendation, based on clear- cut rationale, for a CIAG hub (in each of the two to four targeted regions) to deliver CIAG services;
  • A sound, systematic system of information on relevant occupations, containing those occupations with solid job and employment prospects, including informal,  self- employment/ entrepreneurial prospects;
  • A consistently updated register containing systematic information for job opportunities, jointly developed by the Ministry of Labour (MoL) administration, with support from Centres of Excellence/ participating TVET institutes;
  • Availability of information on jobs and job openings in electronic media, accessible through websites managed by the MoL, and / or TVET Board- MoE with participation from employers (Project component EBP);
  • Feasibility analysis concerning the availability of CIAG services in feeder schools  (to TVET) in the targeted geographic areas;
  • Jointly with the local team of Area coordinators in each of the targeted geographic areas develop a map capturing potential CIAG network members;
  • Implementation of capacity building measures (workshops in Libya, or webinars) for

individuals in TVET institutions or future hubs who are interested in CIAG implementation, following training needs analyses;

  • Establishment of up to four hubs for CIAG networks, typically associated with the CoEs, but located at the level of Higher TVET Institutes or Technical Colleges;
  • Agreed implementation programme, implemented by staff of those hubs and possibly other qualified institutions with support of Experts on CIAG for schools in the targeted districts, based on plans endorsed by the PSC, accessible to all involved;
  • Sustainability Action plan, including toolkit for CIAG implementation.

Skills and Competencies

  • University degree in a relevant field, for instance pedagogy, economics (labour market), Human resources- at Masters level
  • A minimum of 10 years of professional work experience in labour market, vocational training, or similar field experience
  • Strong analytical, reporting and communication skills
  • Language competency (professional level) in English and Arabic
  • Conversant in MS office applications and graphic illustrations
  • Preferably experienced in the use of web- based communication technologies

Contract details

The assignment is offered on a fixed- term basis for 60 working days in total, spread over a 6- month- period.

A competitive fee in line with senior roles in large donor funded programmes is offered. This will be agreed once the successful candidate is identified and will be commensurate with the successful candidate’s previous experience.

The successful candidate will be home-based and is expected to deliver through both remote management and field missions as required.
