ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment

Under ACTED’s protection response in Benghazi the Case Management Officer will be responsible for the identification and assessment of protection issues of vulnerable and at-risk individuals and families and subsequently develop and implement case plans including full documentation of cases, quality referrals (to relevant services) and follow-up on cases. Thus, the Case Management Officer will support individuals from identification to case closure. They will also be responsible for assessing individuals eligible for a special needs fund, following the guidelines laid out by ACTED.

The Case Management Officer will be a key member of ACTED’s General Protection team in Benghazi and work closely with all team members to ensure the effective referral of at risk populations residing in Benghazi. They will work closely with the Protection monitoring team and the helpline team that will refer individuals they have identified as in need of referrals.

Additionally, the Case Management Officer will work in collaboration with institutional stakeholders and local service providers to assist vulnerable individuals and families in Benghazi.

Functions

1. Provision of case management and Psychological First Aid
1.1. Identify individual cases, assess protection risks and formulate case plans.
1.2. Document all cases using agreed upon forms and databases, ensuring confidentiality of the data collected.
1.3. Ensure that all services and action points listed in the case plan are carried out within agreed time frames. Ensure that progress is regularly reviewed.
1.4. Ensure regular follow up and support to individuals and families through referrals and access to services.
1.5. Conduct Psychological First Aid (PFA) when required.
1.6. Adhere to standard documentation processes and follow best practice guidelines.
1.7. Establish trusting relationships with individuals/families.
1.8. Participate in training, team meetings and case conferences as requested by the Protection Project Manager or Protection Project Officer.
2. Referral with service providers and external partners
2.1. Coordinate with other organizations/agencies/civil society organisations and make referrals to specialized services.
2.2. Represent ACTED and establish continuing rapport/trust building and interaction with community service providers to enable promotion of comprehensive care for individuals and families at risk.
2.3. Conduct regular visits or phone calls to local service providers and NGOs providing assistance in Benghazi to ensure sustained relations and up to date information about assistance available for individuals and families at risk.
3. Reporting
3.1. Provide weekly reports to the Project Officer.
3.2. Keep case files, records and documentation up to date, secure and confidential.
3.3. Maintain an up to date service provider database and report any changes in service provision to all Protection team members.

4. Compliance
4.1. Ensure compliance with ACTED policies and protocols of confidentiality, non-discrimination, consent, respect and safety.
4.2. Ensure strict data protection standards, when managing confidential beneficiary data.
4.3. Ensure that beneficiaries are duly informed on the Complaint Mechanism and can give their feedbacks on ACTED case management activities.

Key Performance Indicators

  • Number of cases/inquiries received through the Protection Monitor and Helpline team identification and provided with assistance in accordance with case management standards and guidelines.
  • Number of cases/inquiries successfully referred to protection/health actors for assistance and the cash team.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

  • Bachelor degree required, psychology or social work or education, or public health background strongly preferred and will be given due consideration.
  • At least 1 year of field experience in humanitarian work, protection experience strongly preferred.
  • Knowledge of PSS, MHPSS or social work strongly preferred.
  • Ability to work with culturally diverse groups of people and open to different viewpoints.
  • Motivated to learn and support team-members.
  • Ability to take good quality and detailed notes and write reports.
  • Ability to travel and work in difficult conditions and under pressure.
  • Highly proficient in written and spoken Arabic and written English.
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…).
  • Ability to maintain the highest level of confidentiality and best interests of at-risk individuals.
