Country Profile :

ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi, Derna and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignments

The Case Management (CM) Supervisor is based in Benghazi and is responsible for the supervision of the child protection caseworkers in Benghazi, Derna and in the South of Libya.

The Case Management (CM) Supervisor manages and supervises the program being implemented in his/her capacity as ACTED representative. S/he is responsible for the implementation of the strategy and development and managerial coordination of case workers. S/he supports and validates the quality of work by the team with respect for ACTED mandate and commitments and international standards.

FUNCTIONS

1.Programme Planning and Implementation:

  • Leads on developing detailed activity plans, in collaboration with the Education Project Manager (CP/E PM) and according to program priorities, staff capacity and needs.
  • Ensures the program is reaching its objectives timely and according to standards. Communicates constraints affecting program’s capacity to achieve results with the line manager and the Program Coordinator in a timely manner and proactively proposes solutions.
  • Supervises team members by supporting them building their own plans and assigning them tasks according to priority and in order to effectively reach program objectives.
  • Ensures protection needs are identified, recorded, analyzed and responded to adequately, as well as actions are taken to mitigate Child Protection (CP) related risks.
  • Carries out regular review of case (including case management discussions) , and provides support and supervision of case management to ensure proper follow-up of cases, in line with CM procedures and CP standards.
  • Ensures adherence to internal and National SOPs, guidelines, referral and coordination mechanisms, CP Minimum Standards, ACTED code of conduct, and humanitarian and CP principles for assistance to children.
  • Takes into account gender, protection, age and environmental cross-cutting issues in program design, implementation, and reporting; ensures activities reflect the needs of specific groups and individuals;

2.Information Management and Monitoring:

  • Ensures and monitors correct documentation of cases through review of files and databases.
  • Ensures confidentiality of information, and respect for data protection and information-sharing protocols.
  • Contributes to the maintenance of an up-to-date mapping of service providers operating in the area, working closely with and informing case workers.
  • Conducts weekly CM meetings to discuss about relevant/complicated cases and foster coordination between the social workers and the service providers
  • Supports individual cases where required and provides regular monitoring of all aspects of CM services.
  • Ensures and monitors correct documentation of cases through review of files and databases. Compiles data and makes note of observed trends.
  • Reviews staff caseloads to ensure they are manageable and share challenges with the line manager
  • Leads and gathers data during needs assessments, baseline and periodic studies, and assists in providing feedback findings to stakeholders.

3.Supervision of Children and their Safety:

  • Supervises and monitors the CM process and ensures that cases receive all needed care and support.
  • Promotes CP mainstreaming and ensures all child safeguarding issues and protection needs are raised timely and safely through appropriate communication channels. Ensures that children and families are aware of child safeguarding issues and know how to raise concerns. Ensures confidentiality and dignity when dealing with cases.
  • Ensures that all services are provided in a safe and appropriate manner, culturally accepted and non-harmful. Communicates timely about possible concerns.
  • Provides briefings on child safeguarding and appropriate behavior with children to all CM staff. Ensures any concerns are reported and addressed immediately.

4.Reporting:

  • Ensures adequate data collection and data storage of all activities and prepares timely weekly/monthly/quarterly activity reports. Supports the line manager in submitting internal and donor reports as per schedule.
  • Identifies any major discrepancy/delay that may arise in program implementation, immediately reporting concerns to the line manager.

5.Personal and Team Management:

  • Supervises and supports case workers through provision of technical guidance.
  • Promotes a stimulating working environment, participation of staff, community and children in program planning, implementation, monitoring and evaluation of CM activities.
  • Identifies problems associated with the delivery of the program and informs the line manager (CP/EPM).
  • Maintains positive work relationship and effective communication flow of information within the team.
  • Ensures that lessons learnt are shared among different CP teams in different locations.

6.Networking / External Coordination:

  • Supported by case workers, develops and maintains relationships with local government officials, other INGO’s, civil society organizations (CSOs) and community-based organization’s (CBO) at the community level to ensure their cooperation and coordination for effective service delivery.
  • Represents ACTED on local exercises in his/her geographic area of responsibility.
  • Participates in identifying new partnerships and collaboration to broaden the impact of ACTED CP activities and promotes child protection mainstreaming.

7.Child Safeguarding Policy:

  • Raises awareness within ACTED on violence against children.
  • Provides guidance to employees and others, and defines expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.
  • Reduces the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety of all children at all times while performing their regular duties. All staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Global Policy.

Key Performance Indicators

  • Number of cases provided with assistance in accordance with case management standards and guidelines.
  • Number of monthly reports submitted.
  • Number of case studies factsheets produced.

QUALIFICATIONS

  • Bachelor degree required. Psychology, social science or other relevant fields.
  • At least 2 year of field experience in humanitarian work and as case management officer.
