Cashier

The position will be based in Tripoli Sub Delegation

Job Description:

Finances:

  • Ensures that financial related activities are performed according to ICRC financial procedures and policies.
  • Explains financial procedures to collaborators/colleagues

Bookkeeping independently

  • In charge of booking invoices for sub-delegations.
  • Respects ICRC chart of accounts when entering expenditures, incomes, transfers etc.
  • Ensures timely entry of all data related to sub-delegations in ICRC standard application (SUN)
  • Ensures accuracy of data entered (acct./CC; Line Ref; PO; AOE) and all supporting documents attached.
  • Reports any irregularities immediately.
  • Monitors utility expenses on monthly basis.
  • Re checking of LRCS document, enter in Book60 and follow up on settlements.

Cahier

  • Handle the delegation’s cash disbursements and payments.
  • Insure all payments are stamped Paid.
  • Provides the cash statements on a daily basis to the Finance Assistant for verification and signature.
  • Checks all invoices and gets all the necessary signature before processing any cash payments; prepares the stickers for accounting imputation.
  • Responsible for the cash box: the physical count must always correspond to the journal balance.
  • Prepare transfer request and submit to the bank.
  • Follow all payment transfer with our banks in TRI.
  • Monitors working advances, clears them when receiving invoices and settles them at the end of each month.
  • Applies ICRC procedures for eventual discrepancies.
  • Takes part in cash flow management in coordination with Finance Assistant
  • Checks all receipts pertaining to settlement of working advances, updates necessary control schedules and submits for approval according to the financial rules.
  • Coordinates the money transfers with Tripoli
  • Collects the signature for the monthly signature list.
  • Helps the Finance Assistant when needed,
  • Whenever is needed goes to the bank or to perform payments
  • Enters vouchers in the accounting system (SUN System)
  • Checks carefully and ensure that payment of daily workers is done following ICRC regulations
  • Monthly cash salary disbursement of resident staffs (if any). Obtains signatures for the salaries sheet.

Others:

  • Filling of documents according to the financial procedures (Working advances, etc.)
  • Is responsible to manage the Admin Services STM.
  • Assists in gathering all required document for the monthly closing.
  • Assists in copying, packing and sending of all documents to Manila.

OFFICE ACTIVITIES

Office – Team supervision

  • Develops and maintains a pleasant working atmosphere with colleagues and superiors.
  • Participates in conflict management.
  • Participates in internal meeting

Interpretation – Translation

  • Translates all invoices and documents related to his work from Arabic to English or vice versa

SUPPORT TO THE DELEGATION

  • Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues.
  • Reports events and changes within the region that could have an impact on ICRC’s activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities
  • Participates actively in meetings.

 

General Duties and Code of Conduct

  • Is aware of the delegation objectives and activities
  • Handles general and individual information accurately and with confidentiality;
  • Understands the three components of Red Cross/Red Crescent Movement.
  • Applies the security rules at all times.
  • Respects and observes the staff regulations of the ICRC in Libya.
  • May be requested to perform duties and task not covered in this job description as well as to provide support to other departments when necessary.

Minimum required knowledge & experience:

  • High school level
  • 1-2 years’ work experience in a similar function
  • Good computer skills
  • Arabic native with good oral and written communication skills in English
  • Rigorous and trustful person
  • Excellent organizational and methodical abilities, sense of initiative and pro-activeness
  • Service-oriented, with a strong sense of priorities and flexibility
  • Very good communication skills.

  • Interest for humanitarian activities (especially ICRC’s).
