ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Position Profile:

Assignment

The Cashier is in charge of the base’s petty cash box(es) and of all operations related to money, under close consideration of the Senior Finance Officer of the zone and the Flat Manager, and under the technical supervision of the Country Finance Manager.

Functions

  1. Daily Basis :
  • Voucher & Cashbook: filling of voucher(s) & registration of voucher in cashbook.
  • Payment: Check the exhaustivity of folders submitted for payment; prepare voucher for cash payments for all goods and services that are submitted by the logistics department, liaise with the logistics department in case of incomplete folders; submit all the vouchers to Finance Officer and Area Coordinator for approval (signature), before issuing the payment.
  • Update the books with all payments done within the day.
  • Petty cash box(es) & Cashbook checking: at the end of each day, the cashbook and the safe should be checked and the balances should correspond.
  • Money withdrawal Dealing: whenever needed, withdraw money for the base safe and register it in cashbook.
  • Prepare a formalised cash count on the last day of the week and according to ad-hoc request of the Snr. Finance Officer / Area Coordinator / FLAT team.
  1. Monthly Basis :
  • At the end of each month: the balance in the cashbook and in the safe should be checked and the cash checking statement should be established and signed by the cashier, Snr. Finance Officer, and his area coordinator.
  • Vouchers: quality of vouchers should be checked by the cashier at the end of each month before being scanned and uploaded online.
  • Advances: ensure the clearance of all advances for the staff, before paying the salary.
  1. General :
  • Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination.
  • Report and clarify any work-related issues and challenges to supervisor in timely manner.
  • Respect time including to work, meetings, deadlines, and other reasonable requests.
  • Maintain a good team spirit and stimulating working environment amongst staff and colleagues.
  • Commit to honest, high-quality work in all aspects of responsibilities.
  • Be solution-driven;
  • Consider safety and security in the field, and immediately report all incidents to the security focal point.
  • Undertake any other tasks as reasonably assigned by the senior finance officer or area coordinator.

Requirements:

-2 Years’ experience in similar position.
– Diploma/BSc in Accounting/Finance.
– Strong Communication Skills.
– Strong Microsoft Office skills (Excel, Word, etc.).
– Fluent in English.
