Chemonics International seeks a Chief of Party for the anticipated USAID funded Libya Stabilization activity in Libya. This activity aims to strengthen conditions that advance stability; prevent further deterioration; enable political compromise in Libya; support return to normalcy in conflict-affected areas; and include interventions that address pressing community grievances, preserve civilian institutions as an alternative to militarized actors, and strengthen the momentum of moderate actors to advance political transition and compromise. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
The chief of party will be a seasoned transition, post-conflict, and governance professional with exceptional leadership experience and a deep understanding of the local context. The chief of party will take a leadership role in coordination among USAID and key stakeholders and other implementing partners. This position requires political gravitas as s/he will interact with numerous Government of Libya institutions and senior-level national and county-level government officials and other donor-funded programs working in the area. The chief of party will have demonstrated the ability to work in complex, politically charged environments across different cultures and manage diverse teams to deliver impact within agreed timelines. The position will be based in Tunis with regular travel to Libya depending on the security situation.
Responsibilities include:
- Provide overall project leadership, management, and technical direction, ensuring a common vision across project components and actors.
- Serve as the project’s primary liaison with USAID, the Libyan government, and local and regional partners.
- Professionally represent Chemonics to USAID, local government counterparts, civil society organizations, and other key stakeholders.
- Experience designing and overseeing research project management implemented through remotely managed platforms and oversee remote quality control of data collection.
- Provides guidance and mentoring to senior technical staff.
- Oversee strategic communications with project donor and external audiences
- Identify issues and risks related to project implementation in a timely manner, suggesting appropriate adjustments.
Preferred Skills/ Qualifications:
- An advanced degree in international development, political science, public or business administration, or a related social science field
- Demonstrated record of leading complex donor-funded programs focused on stabilization in conflict and post-conflict environments, strengthening civil society and local/provincial governance, decentralization, and/or policy reform. Prior experience with USAID operating procedures, regulations, and reporting requirements preferred
- Experience working on programs in transitional and post-conflict environments.
- Experience in conflict assessment and mapping, managing complex partnerships and cross-cutting projects, local and national institutional building, direct mediation and dialogue, and/or integrated community-specific reconstruction
- Extensive project management leadership experience, including human resources, procurement, subcontracts, accounting/finance, as well as monitoring, evaluating, and learning, documenting project performance, evaluating subcontractor and grantee activities, and providing overall direction
- Proven ability to build relationships and work effectively with government representatives and other stakeholders at all levels of government.
- Demonstrated leadership, versatility, and integrity
- Arabic language proficiency and/or experience working on Libya-facing projects is highly preferred

The availability of this role is contingent upon the award of the project and donor funding
Primary Responsibilities:
- Provide overall project leadership, management, and technical direction
- Supervise technical and administrative staff
- Extensive knowledge of USAID Regulations and Compliance
- Serve as the primary liaison with USAID, the host-country government, and local and regional partners
- Ensure that all project assistance is technically sound, appropriate, and aligned with the program’s long-term vision
- Oversees work planning, performance management, and strategic communications
- Work with home office staff to make sure that the project is executed according to the vision of all stakeholders.
Qualifications:
- Advanced degree in international development, international affairs, economic development, or a related field preferred
- Experience working in Libya or Middle East and North Africa preferred
- Ability to analyze complex, politically sensitive issues and ensure strategic program coherence in dynamic environments
- Minimum of 10 years of experience in managing and implementing development projects of similar size and scope, preferably in a conflict or post-conflict environment
- Demonstrated experience collaborating with civil society organizations to identify community needs and experience in civil society and governance programming
- Demonstrated experience liaising and collaborating with host government institutions
- Demonstrated experience working to build the capacity of local NGOs, Associations, Think Tanks, and other local organizations
- Demonstrated ability to work and liaise with advocacy campaigners, watchdog organizations, and global governance process organizations
- Strong facilitation, communication, collaboration, and leadership skills
- Experience with adaptive management approaches
- Personnel and resource management, coordination, and decision-making skills along with an ability to troubleshoot
- Experience with grants management
- Demonstrated leadership, flexibility, and resourcefulness.
Highly Desired Qualifications:
The following qualifications are highly desired but not required:
- Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints
- Demonstrated experience liaising effectively with high level, host country government officials and civil society leaders
- Demonstrated experience and knowledge in overseeing program close-out
- Experience with remote management in complex working environments
- Fluency in English and demonstrated proficiency in Arabic preferred
- Ability to work in Libya preferred but not required.
