Org. Setting and Reporting

This position is located in Tripoli, Libya. The post is expected to redeploy to Sirte, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support.
The incumbent will report directly to Chief Security Adviser and have a dual reporting line to the Chief Monitor on the daily management and implementation of the CMC security program activities.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated authority, the Chief Security Officer reports to Chief Security Adviser and the Chief CMC Monitor and is responsible for the following duties:
• Advises the CSA/Chief Monitor about all security-related matters and participates in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.
• Monitors and evaluates office physical security measures, such as barriers, issuance of identity cards, background checks, and entry controls, as appropriate, for normal or emergency conditions
• Supervises security personnel of CMC and manages assets and resources of the CMC security unit and acts as Area Security Adviser/FSCO in support to the Area Security Coordinator functions.
• Evaluates effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans
• Ensures availability of emergency communications by making periodic checks to determine if system is functioning properly. Arranges for necessary repairs or adjustments.
• Establishes procedures for and supervises investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members, project personnel or eligible dependents.
• Undertakes administrative tasks of the CMC Security unit, including budget and HR-related duties such as overseeing of duties rosters, leave planning, monitoring of attendance of security personnel and contracted guards.
• Arranges protection detail for senior personnel or visiting VIP’s as necessary.
• Conducts and supervises security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.
• Maintains continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff and other personnel to follow appropriate preventative steps.
• Maintains cooperation and collaborations with national authorities on security matters in areas of CMC operations.
• Establishes and maintains dialog with local security authorities and international institutions for coordination of efforts in the event of natural disasters.
• Reviews and monitors activities related to security risk management including the preparation of security risk assessments and the development of risk mitigation measures
• Reviews and monitors activities related to preparation of security plans for the Mission, a designated country, or geographic area, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation
• Serves as member of the mission Area Security Management Team, contributing to planning, implementation and evaluation of effectiveness of security plans and other aspects of security operations.
• Plans for air, land and sea evacuation capability to be used in emergencies, ensuring availability of aircraft, vessels, railways, vehicles, fuel supply, assessable roads, ports and airfields
• Performs other duties, as assigned

Education

Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Relevant would be military or police academy/staff college education equivalent to a first level or advanced university degree.

Job – Specific Qualification

UNDSS Security Certification Program (SCP), or equivalent, is desirable

Certification as SSAFE or HEAT trainer, or equivalent, is desirable.

Certification in UNDSS ETB or Tactical Casualty Combat Care, or equivalent, is desirable.

Certification in Hostage Incident Management, or equivalent, is desirable.

Certification in UNDSS CPOC/RCPOC course, or equivalent, is desirable.

Work Experience

A minimum of 7 years of progressively responsible experience in security, police or military service with extensive command or leadership experience; of these, at least two (2) years of international exposure in a management function in the United Nations or other international organizations is required.

Direct experience in United Nations Security Management System with proven crisis management capabilities is desirable.

At least two (2) years of international experience in field operations, preferably special political or peacekeeping mission, in high-risk setting is desirable.

Experience in managing and leading close protection operations is desirable.

Professional work experience in the Middle East and North Africa is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required.

Assessment
