BACKGROUND:  The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to people affected by natural disaster, oppression, and violent conflict in more than 40 countries. The IRC is committed to bold leadership, innovation, and creative partnerships. Active in public health, education, livelihoods, women’s empowerment, youth development, and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors.

 

The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE, which includes gender-based violence (GBV) prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provided training for service providers, and established spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children in and around Tripoli and Misrata. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms.

 

JOB OVERVIEW/SUMMARY: IRC Libya is seeking a Child Protection (CP) Case worker for a project that will build on prior project achievements toward increasing access to prevention and response services and an improved protection environment for children. Under the direct supervision of the Child Protection Officer, the Child Protection Case Worker will be responsible for providing individual case management services and MHPSS as part of the child protection project. He/she will conduct all steps of the case management process and MHPSS activities for an assigned number of individual children vulnerable to abuse, exploitation, neglect, and violence (especially UASC and CAAFAG) and their families in this process. The position entails ensuring children harmed or at risk of being harmed are identified and receive individual case management support and MHPSS by conducting documentation, assessments, action plans, direct service provision, referrals, and follow-ups for an assigned caseload of children, and provision of support to families in the process of case management, including foster and alternative care.

 

KEY RESPONSIBILITIES: 

  • ·   Provide group MHPSS and individual case management for children in and around the project location in accordance with all case management steps.
  •  Ensure the correct documentation and compilation of Case Management forms in accordance with all case management steps and related tools and procedures.
  •  Provide ongoing support to families, foster and alternative care systems.
  • Participate and support the identification of children harmed or at-risk of harm.
  • Plan, organize and conduct emotional support groups, recreational and destressing activities for children.
  • Directly communicate effectively with other caseworkers and service providers to advocate, collaborate and make referrals according to the best interests of children.
  • Regularly attend case management meetings and relevant case conferences at field level
  • In addition to the case management team, collaborate closely with other members of the Child Protection team, ensuring smooth coordination and referrals.
  • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
  • Actively engage in all capacity building opportunities including formal training, on the job coaching and peer to peer sessions.
  • All IRC staff are required to adhere to The IRC Way Standards for Professional Conduct and the IRC country employment policies.
  • Supporting in ensuring accurate data is collected, entered in the database and detailed analysis provided using the right tools and in consultation with the M&E team and the CP officer.
  • Participate in conducting surveys, needs assessments, safety audits, and service mapping exercises.
  • Support in collecting data on relevant activities and draft reports in consultation with the CP officer and MEAL team.
  • Participate in activity planning meetings and share activity reports with the supervisor on a weekly basis or as may be required.
  • Support the logistical arrangements of the relevant activities at the working location and in the community.
  • Contribute to the procurement of materials used for the implementation of relevant activities.
  • Perform any other duties as may be guided by the supervisor.

Internal: CP Caseworker, WPE Assistant and WPE Officer, Community Volunteer Volunteers, IRC’s Health Teams, Supply Chain, Access, and Security Focal Points     

External:  Local stakeholders, community leaders, Local NGOs and INGOs in coordination/collaboration with the Child Protection Officer

 


Qualifications

 

Job Requirements:

 

Education: 

  • University degree or Diploma in relevant studies (psychology, social sciences, social work, education) is preferred.

Work Experience:

  • · Experience of providing direct support (basic counselling, case management, PSS) with children and their families.
  •  Previous experience and demonstrated understanding of working with children, particularly vulnerable children.
  • Support distributions of risk reduction items (inc. PSS kits) and follow-on monitoring.
  • Positive and professional attitude, including ability to work well in a team setting.
  • Previous humanitarian experience with a CSO, NGO, or UN is preferred.
  • A former experience with an international organization is desired.

 

Demonstrated Skills and Competencies:

  • Familiarity with the Minimum Standards for Child Protection in Humanitarian Action.
  • Understanding of implementing child protection case management programs, including implementation of best interests’ procedures.
  •  Ability and experience coordinating with government and CSOs.
  •  Flexible attitude towards receiving feedback.
  •  Knowledge of issues relating to community involvement and protection.
  • Experience with working with vulnerable populations and especially with children.
  • Excellent communication skills with adults and children.
  • Excellent interpersonal, organizational, and time management skills.
  • Ability to form and implement systems and procedures and ensure their adherence.
  • Proven computer literacy skills.
  • Ability to work under difficult working conditions.
  • Ability and willingness to work and travel in remote areas.
  • Ability to work with a broad spectrum of people successfully and professionally.
  • Fluency in written and spoken English and Arabic languages.

Working Environment:

Child Protection case workers are expected to be present at the field implementation location at least three days a week.
