Background/IRC Summary:

Following the 2014 civil war, Libya has been divided into two governmental territories. Since the civil war, the protracted political and internal armed conflict has deteriorated the humanitarian situation in Libya. In April 2019, military and armed forces from the parties of the conflict have engaged in armed clashes in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people in need of life-saving health care and protection services.
The situation, also coupled with Covid-19 pandemic, has impacted the physical and mental well-being and living standards of Libyans, migrants and refugees while exposing them to significant protection risks. The break-down in governance structures has resulted in deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. The country’s capacity of responding the basic needs and the impact of the crisis has been shrunken. Migrants and refugees are especially affected by the prolonged conflict and political instability, the lack of national legal framework providing international protection, arbitrary detention, fear of violence and abuse, movement restrictions as well as the limited number of specialized services providing the protection solutions. Among them, people with disabilities, with mental health issues, children, women, and elderly are particularly vulnerable and at risk in such an environment lacking the protection measures.
In response to the situation in Libya, the IRC has launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. The IRC is implementing health and protection activities in Tripoli and Misurata, while expanding its protection department, with a focus on community-based protection, the rule of law, child protection, GBV, and MHPSS across all its projects locations. Recently, the IRC has established a center for psychosocial support activities for women and adolescent girls (WGSS), and for children (SHLS) in Misrata and Tripoli. The IRC’s Child Protection program has been operational in Misrata since 2020. The Child Protection program in Misrata has been providing life-saving services to conflict-affected and displaced families, children with protection issues, IDPs, Migrants, and the host community. Children are provided with a safe space to access, case management and psychosocial support services and parents with parenting skills. With the new UNICEF funding, the IRC will expand further the child protection interventions to provide child protection services in Tripoli.
Job Overview/Summary:
Under the direct supervision of the Child Protection Officer, the Child Protection Case Worker will be responsible for providing individual case management services as part of the child protection project. He/she will conduct all steps of the case management process for an assigned number of individual children vulnerable to abuse, exploitation, neglect, and violence (especially UASC and CAAFAG) and their families in this process. The position entails ensuring children harmed or at risk of being harmed are identified and receive individual case management support by conducting documentation, assessments, action plans, direct service provision, referrals, and follow-ups for an assigned caseload of children, and provision of support to families in the process of case management, including foster and alternative care
Key Responsibilities:
- Provide individual case management for children in and around Tripoli in accordance with all case management steps
- Ensure the correct documentation and compilation of CM forms in accordance with all case management steps and related tools and procedures
- Provide ongoing support to families, foster and alternative care systems
- Participate and support the identification of children harmed or at-risk of harm
- Provide input for weekly and staff activity reports
- Directly communicate effectively with other caseworkers and service providers in order to advocate, collaborate and make referrals according to the best interests of children
- Regularly attend case management meetings and relevant case conferences at field level
- In addition to the case management team, collaborate closely with other members of the Child Protection team, ensuring smooth coordination and referrals
- Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
- Actively engage in all capacity building opportunities including formal trainings, on the job coaching and peer to peer sessions.
- Other duties as assigned by the supervisor to enable and develop IRC programs
- All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
- Report supply/material needs to the CP Officer
- Support IMO and provide timely inputs for the project indicators as requested to support quality programming
- Attend the regular weekly and monthly team meetings and provide inputs regarding the achievements and challenges at the field level

Job Requirements:
Education:
- University degree or Diploma in relevant studies (psychology, social sciences, social work, education) is preferred
Work Experience:
- Former experience in teaching or assisting children is preferred
- A previous humanitarian experience with a CSO, NGO, or UN is preferred
- A former experience with an international organization is desired.
Demonstrated Skills and Competencies:
- Familiarity with the children protection minimum standards
- Belief in human rights, including gender equality;
- Experience with working with vulnerable populations and especially with children;
- Excellent communication skills with adults and children;
- Excellent interpersonal, organizational, and time management skills;
- Ability to form and implement systems and procedures and ensure their adherence;
- Proven computer literacy skills;
- Ability to work under difficult working conditions;
- Ability and willingness to work and travel throughout a remote areas
- Ability to successfully and professionally work with a broad spectrum of people;
Language Skills:
- Advanced English and Arabic language skills, oral and written.
Working Environment:
Child Protection case worker is expected to be present at the field implementation location five days a week.
