Country profile:

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

The Child Protection Project Officer (CPO) will work closely with the Technical Coordinator to ensure the quality and effective implementation of Child Protection Programming implemented in partnership with Amazonat CSO.  The CPO will manage the implementation of the CP program in Benghazi and all related aspects. The CPO will work closely with local CSOs and supervise ACTED staff to ensure the successful implementation of the project all ACTED environments are safe for children and youth to receive the package of services and activities planned in collaboration with local CSOs. This will also require liaising within internal ACTED departments and external service providers for ensuring and monitoring the quality of referrals.

The CPO will ensure that the Case Management Officer and the PSS coordinator/community mobiliser are providing respectively appropriate child protection case management services (including follow-up of emergency cases across Benghazi) and PSS supervision along with focused outreach in the community. The CPO will ensure the capacity building of CP actors, including local actors and CSOs by organizing training sessions on different child protection core topics. Because the idea of the program is to build on existing community-based systems, ACTED will organize PSS activities in collaboration with local CSOs that are already working on CP, targeting particularly vulnerable groups. The CPO is responsible to foster a safe environment for children through the organization of PSS and recreational activities.

The CPO will be responsible for supporting with staff training, reporting, logistics, human resources, finance, AME and ACTED’s compliance (FLATS) procedures, create synergies with parallel internal protection programming and will be expected to provide technical input into child protection programming within ACTED Libya, and to feed into proposal development and assessments, as required.

DUTIES AND RESPONSIBILITIES
Functions
1. Management of the CP activities delivered in the Center in collaboration with local CSO, supervision of the implementation of all the CP project activities in Benghazi
1.1. Support the establishment of the Center and its complementary CP services
1.2. Ensure the CP Center and the child protection service package meet minimum standards and is inclusive for all children, including those who have been marginalised and those with disabilities.
1.3. Ensure the communication between the different CP services to ensure that appropriate services are delivered to identified vulnerable children
1.4. Support coordination for child protection activities at Benghazi level.
1.5. Ensure that the Center is equipped to operate effectively, which means coordinating the purchase and delivery of activity kits and tools with ACTED logistics department.
1.6. Supporting the Child Protection Team in preparing the work plan and time schedules for implementing the PSS and CP activities and targets;
1.7. Flagging any technical/operational issues to internal ACTED Protection department and direct CP line manager.

2. CP Team Management
1.1. Ensure that staff under the direct responsibility understand and are able to perform their everyday roles and responsibilities
1.2. Responsible for the staffing and professional development of child protection staff, including assessing their capacity
1.3. Ensure a positive working environment and good team dynamics;
1.4. Manage interpersonal conflicts among team members,
1.5. Undertake regular appraisals of relevant staff;
1.6. Identify the training needs of team members and discuss plans with the Technical coordinator for both internal and external trainings;
1.7. Coach, train, and mentor team members with the aim of strengthening their technical capacity, exchanging knowledge within the protection team.

3. Technical support and development of the child protection project and activities
1.1. Ensure that relevant guidance is provided to child protection staff, receiving technical support from coordinator.
1.2. Input to future child protection proposals and reports.
1.3. Contribute to the continual development of ACTED Libya’s approach to child protection.
1.4. Provide guidance and support to complex cases under case management component under the supervision of the technical coordination

4. Coordination at field level with CP actors
4.1. Liaise with CP partners, at both community level and inter-agency level.
4.2. Set-up/strengthen the referral pathway with local CSOs for the provision of indirect services in collaboration with the CMO and PSS officer/community mobiliser
4.3. Follow up with CP referring agencies as and when required
4.4. Support local CP stakeholders for capacity building and continuous engagement in project activities.
4.5. Work with ACTED’s internal departments to ensure cross synergies across programming, AMEU duties, logistics department security protocols, compliance and reporting.

5. Reporting & Other
5.1. To ensure timely weekly and monthly reports per activity for technical coordinator.
5.2. Perform other tasks as requested.

Key Performance Indicators

  • Number of monthly reports submitted
  • Number of activities conducted successfully in compliance with contractual targets.
  • Mechanism in place for referral of child protection cases to ACTED cash and protection teams and referral actors

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

  • Bachelor degree required, background in social sciences strongly preferred and will be given due consideration.
  • At least 2 years of field experience in humanitarian work, child protection experience strongly preferred
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken English and Arabic
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
