Under the supervision of the Project Manager and the Field Coordinator, the Child Protection Supervisor is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities related to Protection. S/He will be responsible of supervising Protection staff on 3 locations (Tripoli, Misrata and Zwarah) and for all the logistic, human resource, administration and security procedures related to Protection activities.

The Child Protection Supervisor will work in close coordination with the Supervisors of the other two components of the project, Education and Outreach, and other relevant technical staff dedicated to this project as well as other transversal roles supporting Cesvi general program: Administration, Logistics, Human Recourses.

 

Responsibilities and main tasks:

 

General management and accountability

  • Develop and coordinate field level operations to ensure adequate and efficient Child Protection service provision to communities and beneficiaries.
  • Supervise 21 Protection staff (contracted and volunteers) on 3 locations.
  • Ensuring effective implementation that meets project indicators.
  • Ensure proper documentation at field level and sharing of all the appropriate documents with field staff and Management Staff in Tripoli and Tunis and ensure that the project implementation strictly follows the approved plan.
  • Review the UNICEF staff work and reviewing internal reports to ensure numerical accuracy to reflect the work done.
  • In consultation with the Project Manager and the Field Coordinator, coordinate the Protection trainings and capacity building of staff to ensure sound management and accountability systems are in place and observed.
  • Frequently brief and consult with the Project Manager and the Field Coordinator to mitigate any risks associated with the project implementation.

 

Human Resource Management and training

  • Responsible for performance management of the Protection staff under UNICEF project.
  • Organize regular weekly staff meeting and discuss weekly work plans.
  • In consultation with the Project Manager and the Field Coordinator, ensure proper training and initiation of capacity building activities for all UNICEF project staff on reporting and documentation.

 

 

 

Documentation

  • Ensure all reporting commitments (internal and external) are respected, providing reliable information and high quality inputs.
  • Ensure all accounting documents are properly filled in, checked for accuracy, signed and submitted to the related offices.
  • Carry out any duties that may be assigned from time to time by the supervisor (PM or any Cesvi SMT member).

 

Networking & Representation

  • Attend and participate in all the meetings held in Tripoli related to the Protection activities and always in full coordination with the Field Coordinator and the Project Manager.
  • Ensure that all the staff adequately engages with the local leadership structure, and that project information and all advocacy issues are communicated as necessary.
  • Maintaining proper communication with partners and local authorities.

 

Reporting to: (Hierarchically and functionally) to the Field Coordinator and the Project Manager (or in his/her absence to the Area Program Manager Tripoli).

Duty station: Tripoli, with frequent field monitoring visits to other project sites in Zwara and Misrata, if security allows. Presence in Tunis may be required according to Cesvi mission needs.

 

Job Requirements

Minimum requirements
 University degree in administration, accountancy,
psychology, social work, social administration,
social sciences, development studies, or a relevant
field.
 At least 1 year experience in Protection, Child
Protection and GBV.
 At least 6 months experience with Non‐
Governmental organizations or UN.
 Experience in management is an asset.
 Good understanding of Humanitarian Principles.
 Good command of English.
 Good communication skills and ability to conduct
training and awareness campaigns
 Good computer skills especially Microsoft
packages.
 Good organizational and management skills.
 Ability to work with minimum supervision
