General information
The organisation

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aidorganization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

PUI Libya mission started implementing operations in East of Libya (Benghazi area) in 2017 and developed an emergency health response that provides primary health care services to the most vulnerable population. PUI’s intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. In 2019, PUI Benghazi office is starting a new project called Evidence Based NCD care, a model for PHC in Libya with the objective to enhance access to Non Communicable Disease health services in the PHC level in the target area. The project includes 2 health facilities and 2,000 patients will benefit from the services.

 

Since 2018, PUI intends to extend its area of intervention to eastern and southern Mantikas in East of Libya to better reach out the most vulnerable. For that purpose, PUI conducted an exploratory mission in the Al Kufrah region (south-east Libya) in order to identify the specific needs of this isolated area and develop an adapted humanitarian response. Thus, PUI will soon start implementing comprehensive health related activities to ensure a continuous access to essential care. PUI’s Al Kufrah’s action will combine three levels of intervention: (1) Direct service delivery of primary health care by one MHT through an outreach approach targeting the vulnerable population, (2) At community level, PUI will deploy a network of community health workers (CHW) that will facilitate and optimize the work of the MHT through sensitisation, screening and referral activities; and (3) At health facility level via technical support. The operation will start in Autumn 2019 after a three month inception phase including capacity building of the team and installation of a PUI office, composed of a full management and health team.

Job description
Overall purpose
The Healthpromotion officeris a member of PUI Mobil Health Team (MHT). She/he carries out direct activities with local population and organize, train and supervise community health workers’ activities according to PU-AMI values and principles in order to promote health information and provide information about PU-AMI activities to the population.

S/he is in first line with PUI beneficiaries and the targeted local community of the project’s area. S/he ensures a quality link between them and the rest of the MHT.The main purpose of the work is to improve the population’s knowledge and behaviour related to health and hygiene through Information, Education and Communication method via dissemination of health and hygiene messaging, conduction of group and individual awareness sessions, organization of National Days related to health and hygiene, and linkage with Local NGO, etc. S/he will inform the patients, their relatives and the local community about PUI project and set of intervention and, will support PUI MHT in the follow up of the patients via outreach intervention.

Specific goals and related activities
1. ENSURE AND CONDUCT HEALTH AND HYGIENE PROMOTION and RELATED DUTIES

·         Organize, train, and supervise the community health workers team in terms of planning and organizing their work (areas, days, absences, visits, holidays, etc)

·         Plan and prepare information, education and communication sessions for targeted persons in accordance with local, national and international IEC guidelines and need’s assessments

·         Conduct individual and group health and hygiene education and sensitization sessions alongside the MHT on topics decided jointly with the Medical Team Leaders and the medical coordinator

·         Ensure follow up of these sessions, their quality and efficiency. This can be done in either the clinic or in the community settings

·         Accept referrals from MHT staff for patients requiring further health education and promotion support, such as pregnant and lactating women and persons with chronic diseases

·         Raise awareness of PUI health services among community members

·         Organize PUI participation in public health events (World Diabetes Day, for example) in the assigned area of intervention

·         Improve PUI health services by working closely with clinical staff to create a broader understanding of the health situation of the local community

·         Conduct field visits to observe and suggest improvements of the activities and implement solutions

·         Conduct home visit and follow up visits to the patients upon request

·         Actively take part in relevant data collection related to health and hygiene promotion

·         Respect schedules and deadlines agreed upon with her/his direct manager

2. CONTRIBUTE TO THE DEVELOPPMENT OF THE ACTIVITY

·         Responsible of initial health promotion needs assessment at target communities’ level: facilitation of focus group discussions, visits to sites and meeting with key members of community

·         Responsible of the evaluation of the needs related the health and hygiene activity and suggest improvement and adaptation

  • Contribute to the development of IEC material and support (leaflets, posters, etc.) and ensure the activity is following an interactive and participatory approach and use medical team’s data and experience to adapt and make appropriate the sensitisation messaging

·         Participate regularly in team meetings in order to maintain up to date the team’s collective knowledge about the beneficiaries situation in terms of health and hygiene knowledge and needs

  • Participate regularly to training and or refresher training and or program workshops sessions or information sessions in order to maintain an updated knowledge about health and hygiene related topics
  • Maintain regular contact and collaboration with the community leaders, local authorities and local NGO of the target area for patient referral and follow up
  • Contribute to develop linkage with local NGOs and partnership upon manager’s request
3.       REPORTING, MONITORING AND FOLLOW UP

·         Responsible of overall collection and compilation of data related to the activity

·         Report on a daily and weekly basis to the medical doctor team leader

·         Analyse the data with the rest of the project team and take lessons to feed back into future planning (type of messaging, way of conducting sessions etc.)

·         Reports concerns or requests from patients or their families about PUI services to the Team Leader

·         Keep the data collection tools and files archived in PUI office, accessible to the MTL

·         Designand submit a weekly task report to the MTL

·         Help in ensuring the quality of the project through reporting follow up, results monitoring, context monitoring, lessons learned and knowledge management, tools development and trainings

·         Report to the supervisor any problem in the clinic especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organisational issue

4. OTHER DUTIES

·         Attend PUI medical team meeting

·         Evaluating training needs for his team and participating in trainings.

·         Visiting regularly communities that are under his/her responsibility

·         Participate to any training provided by PUI or by others and ensure a training of other staff in return

·         Be aware of the security rules and social and political situation in the field at any time and provide feedback to MTL/ MHT Activity Manager

·         Follows safety and security rules on-base

·         Be aware and apply the Internal Regulations (IR) PUI for the mission

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
