Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionaly, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities.

Job description
Overall purpose
The Community Health Officer is a member of NCD mentors team. She/he carries out direct activities with local population and organize, train and supervise the outreach Nurses and community mobilizers activities according to PUI values and principles in order to promote health information and provide information about PUI activities to the population.

S/he is in first line with PUI beneficiaries and the targeted local community of the project’s area.

 

S/he ensures a quality link between them and the rest of the PUI NCD clinic team and the PHCC NCD clinic team. The main purpose of the work is to improve the population’s knowledge and behaviour related to NCD management through Information, Education and Communication method via dissemination of NCD health behavioural changing messaging, conduction of group and individual awareness sessions, organization of National Days related to NCDs and linkage with MoH, Local NGO, etc. S/he will inform the patients, their relatives and the local community about PUI project and set of intervention and, will support PUI NCD team in the screening and identification of the NCD patients via outreach activities in the intervention area.

Specific goals and related activities
1. OUTREACH TEAM MANAGEMENT TO ENSURE AND CONDUCT NCD SCREEINING, REFERRAL AND HEALTH PROMOTION linked to OUTREACH NCD ACTIVITIES and RELATED DUTIES

·         Participate in the recruitment of NCD outreach nurses and selection of the CMs in collaboration with community leaders in the targeted area.

·         Organize, train, and supervise the outreach Nurses and the Community Mobilizers team in terms of NCD screening, referral, health promotion package, and communication basics of health behavioural changing.

·          Planning and organizing the outreach work (areas, days, absences, visits, holidays, etc) and submit the time sheets for each team member on monthly basis to the direct manager.

·         Plan and prepare information, education and communication sessions for targeted persons in accordance with local, national and international IEC guidelines and need’s assessments related to NCD management.

·         Direct field supervision of NCD screening, and referral at community level, also individual and group NCD related health education and sensitization sessions on topics decided jointly with the NCD Activity Manager and the medical coordinator, also observe and suggest improvements of the activities and implement solutions.

·         Ensure follow up of these outreach activities, their quality and efficiency. This can be done in either the NCD clinic or in the community settings

·         Accept referrals from NCD clinic for patients with restricted access to the clinic requiring further NCD management support.

·         Ensure to raise awareness of PUI NCD health services among community members

·         Organize PUI participation in public health events (World Diabetes Day, for example) in the assigned area of intervention in either the NCD clinic or in the community settings.

·         Improve PUI health services by working closely with clinical staff to create a broader understanding of the health situation of the local community through periodical weekly, or biweekly meetings.

·         Conduct home visit and follow up visits to the patients upon request from the NCD clinic for patients with restricted access to the NCD clinic.

·         Management of daily data collection and accurate monthly reporting related to outreach activities (databases of screening, referrals, awareness sessions, tracking of patients reached the NCD clinic following the outreach team screening, referral or received awareness at community level.

·         Respect schedules and deadlines agreed upon with her/his direct manager

2. CONTRIBUTE TO THE DEVELOPPMENT OF THE ACTIVITY

·         Responsible of initial NCD needs assessment at target communities’ level: facilitation of focus group discussions, visits to sites and meeting with key members of community to design the health behavioural changing messaging.

·         Responsible of the evaluation of the needs related the NCD health activities and suggest improvement and adaptation

  • Contribute to the development of IEC material and support (leaflets, posters, etc.) and ensure the activity is following an interactive and participatory approach and use medical team’s data and experience to adapt and make appropriate the sensitisation messaging (incidence and relevance of certain NCDs in the targeted area’s community)

·         Participate regularly in team meetings in order to maintain up to date the team’s collective knowledge about the community’s situation in terms of NCD knowledge and needs, and frequent questions or negative NCD coping behaviour.

  • Plan regularly refresher training for the CMs in order to maintain their knowledge updated about NCD related topics
  • Under the direct supervision of NCD Activity Manager, maintain regular contact, good relationships and collaboration with the community leaders, local authorities and local NGO of the target area to facilitate the outreach team visits at community level.
  • Contribute to develop linkage with local NGOs and partnership upon manager’s request
3.       REPORTING, MONITORING AND FOLLOW UP

·         Responsible of overall collection and compilation of outreach activities data.

·         Report on a daily and weekly basis to the NCD Activity Manager (NCD AM).

·         Analyse the data with the rest of the project team and take lessons to feed back into future planning (screening methodology, type of messaging, way of conducting sessions, type of data collected etc.)

·         Reports concerns or requests from patients or their families about PUI services to the NCD AM and project team members.

·         Keep the data collection tools and files archived in PUI office, accessible to the NCD AM

·         Design and submit a weekly task report to the NCD AM

·         Help in ensuring the quality of the project through reporting follow up, results monitoring, context monitoring, lessons learned and knowledge management, tools development and trainings

·         Report to the NCD AM any problem within the NCD outreach team especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organisational issue.

4. OTHER DUTIES

·         Attend PUI NCD team meeting

·         Evaluating training needs for his team and participating in trainings.

·         Visiting regularly communities that are under his/her responsibility

·         Participate to any training provided by PUI or by others and ensure a training of other staff in return

·         Be aware of the security rules and social and political situation in the field at any time and provide feedback to NCD AM.

·         Follows safety and security rules on-base

·         Be aware and apply the Internal Regulations (IR) PUI for the mission

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
