General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

PUI Libya mission has started implementing operations in East Libya since 2017 and developed an emergency health response that provides primary health care services to the most vulnerable populations. PUI intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. Since 2019, in addition of the operations conducted from Benghazi office, PUI opened a second office in Al Kufrah region.

In 2020, PUI intends to reinforce the centrality of protection within its response with the goal to contribute to alleviating the suffering of conflict-affected populations in East of Libya. Specifically, it will aim to enhance the protection environment and improve access to essential services of the most vulnerable conflict-affected populations.

 

Job Description
Overall objective
Under the supervision of Protection Activity Manager, The Community mobilizer  Officer is responsible for social and community mobilization in targeted locations, and supporting the networking and coordination with stakeholders at community level. S/He will be responsible conduct awareness campaigns on protection related topics.
Tasks and Responsibilities
Within the frame of the project and donor’s requirements and under the supervision of the Protection Activity Manager, will be responsible of :

1.        Conduct awareness sessions on protection related topics.

2.        Establish connection with communities and mobilize community members to engage in community-based protection activities.

3.        Assist the communication with Protection Activity managerin coordination with local authorities, formal and informal, civil society representatives, as well as refugee/IDP community focal points in each area, establishing and maintaining positive relationships

4.        Provide feedbacks and updates about the activities and any challenges.

5.     Participating to internal coordination and trainings.

6.     Respecting Security and Safety rules.

  1. Community engagement and advocacy / Community Based Protection

–          In close collaboration with the protection team members (protection officers and activity manager) identify main protection risks affecting the communities living in the area of intervention.

–          Identify key community focal points and representative for each community groups and area

–          Conduct Awareness sessions to the targeted communities and help in raising awareness about any protection risks in coordination with the Protection Activity Manager.

–          Help the community understand the implemented activities & and ensure diverse participation.

–          Ensure Community mobilization through the project activities implementation and participatory approach

–          Participate and assist in the organization of project events (practical trainings and workshops on collaboration between the local actors and communities, consultations with communities, mobilization of community members and leaders, etc.)

–          Engage in community observation and report back about any protection risk or vulnerabilities.

–          Ensure meaningful participation of person at risk in decision-making processes that affect them.

–          Share community feedbacks and concerns & strengthen PUI knowledge of the community.

–          Engage in project monitoring activities as relevant.

2.       Internal Coordination and Training

–          Participate in internal meetings organized by PUI Team

–          Participate to  training provided by PUI or other partners

3.        Safety and Security:

–          Respect and follow PUI’s code of conduct and internal policies (including PSEA)

–          Respect Humanitarian principles and international standards

–          Respect and follow internal security rules

 In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of persons of concerns

Required Profile
