The organization
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

 

The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

 

Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionally, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities.

 

 

 

Job Description
Overall objective
Under the supervision of the Vaccination Team Leader, The Community Mobilizer Officer is responsible for social and community mobilization in targeted locations, and supporting the networking and coordination with stakeholders at community level. S/He will be responsible for communicating closely with community leaders and Libyan Red Crescent volunteers to identify people who face barriers to accessing vaccination. PUI helpline will be provided to community leaders, Department of Health Services, clinic managers and the LRC to be able to refer people who are unable to reach vaccination for several reasons, such as distance and lack of transportation, or individuals who are not accompanied by a caregiver. Accordingly, the mobile vaccination team can plan their home visits campaign based on identified persons within the Zway and Tebu communities. Meanwhile, PUI Community Mobilization Officer will address any needs, questions or requests that may arise on PUI’s Libya social media platforms.

 

Tasks and Responsibilities

 

Within the frame of the project and donor’s requirements and under the supervision of the Vaccination Team Leader, s/he will be responsible for:

1. Community Outreach and Awareness Activities

–             Identify key community focal points and representatives for each community group and area.

–             Establish connection with communities and mobilize community members, to strengthen the already in place community-based mechanism and create new ones, with objective of easing the identification of people with special needs, disability or reduced mobility, to be reached by the mobile vaccination team through house visits. This activity will be implemented along with the Mobile Vaccination Team, through door to door field visits and keeping regular contact with key local stakeholders and leaders.

–             With the support of the Mobile Vaccination Team, conduct individual and group awareness sessions in the targeted communities to raise awareness about health-related topics and upcoming COVID-19 vaccinations activities

–             Disseminate widely the mobile vaccination team schedule and planned activities in the targeted areas

–             Identify barriers preventing people from being vaccinated, including misconceptions, fears on social media and at community level that can be addressed with tailored awareness messages

–             Support the Communication Officer in the implementation of Risk Communication and Community Engagement activities (e.g identification of key messages and channels to disseminate awareness messages), messages translation to Arabic, facilitate the communication with the local radio channel, and support the recording of the messages when necessary.

–             Support the mobile vaccination team in the organization and planning of the field visits and other activities taking place

–             Support the vaccination mobile team in coordinating the field trips inside and outside Al Jawf with PUI support team, and through coordination with community leaders and relative health authorities.

–             Engage in community observation and report back about any protection risk or vulnerabilities.

–             Share community feedbacks and concerns & strengthen PUI knowledge of the community.

–             Engage in project monitoring and accountability activities as relevant.

2.  Internal Coordination and Training

–             Participate in internal meetings organized by PUI Team

–             Participate to training provided by PUI or other partners

–             Provide feedbacks and updates about the activities and any challenges.

 

3.    Safety and Security:

–             Respect and follow PUI’s code of conduct and internal policies (including PSEA)

–             Respect Humanitarian principles and international standards

–             Respect and follow internal security rules

 

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of persons of concerns

Required Profile
  ESSENTIAL DESIRABLE
EDUCATION / TRAINING 4 Lower high School certificate or equivalent professional experience –             Former experience in health promotion activities
