Job Summary 

The purpose of the consortium manager is to provide the overall vision and leadership of the intervention; lead and supervise the technical work component of the Consortium Management Unit and ensure that the Activity completes all deliverables and produces results on a timely basis.

Main Duties and Responsibilities

Main responsibilities:

  • Lead on the overall implementation and delivery of the program and coordinate consortium partners and monitor program activities to ensure full compliance with project targets, deadlines, and other commitments, including donor compliance requirements.
  • Ensuring that core functions (internal and external coordination, financial oversight, and compliance; M&E, donor liaison, communication activities, and reporting, etc.) are carried out in a timely and effective manner.
  • Lead regular Consortium Technical Working Group meetings composed of focal points from each organization SRH, MEAL, Advocacy, and Heads of Programmes. depending on priorities) to provide technical support and guidance to consortium organizations in the timely and quality implementation of the program.
  • Ensure that the steering committee is abreast of all project-related issues and opportunities, from a programmatic implementation perspective and strategic perspective.
  • Present regular (generally bi-weekly) briefings and documentation on programme progress to the line manager & to the Country Director to ensure that the Steering Committee is informed of and consulted on critical issues and report to the Steering Committee regularly (generally, quarterly).
  • Responsible for overseeing and coordinating the operational, administrative, and financial functioning of the consortium and for meeting all reporting requirements of the donor.
  • Ensuring consistency and quality of project implementation and reporting.
  • Responsible for the coordination, revision, and consolidation of the narrative and financial reports as well as financial forecasts of all parties involved in this project.
  • Ensure smooth coordination, common approach and quality of project implementation and reporting.
  • Provide overall technical support.
  • Conduct quarterly monitoring visits.
  • Work closely with the Desk Officer of CARE Germany, BMZ project.

Coordination:

  • Liaise with identified program staff of the consortium members in smooth implementation of program activities.
  • Ensure proper external and internal Consortium coordination.
  • Serve as the principal liaison with CARE DE/ BMZ, the host country government at all levels, the international INGOs in the country, and all project stakeholders.
  • Coordinate relationships with consortium partner organizations, including organizing of review/planning workshops.
  • Close collaboration with the technical and financial focal points of each consortium partner
  • Liaise and coordinate with CARE D HQ (incl. timely information on issues that requires action).
  • Represents the Consortium in stakeholder meetings.

Implementation:

  • Ensure that Activity deliverables and results are met according to schedule, in a cost-efficient way, and with the highest quality.
  • Oversee technical strategy development and implementation, annual work planning and program implementation.
  • Ensure that budget projections, spending, and reporting are in accordance with BMZ and consortium members’ requirements.

Qualifications

  • Fluency oral and written communication skills in Arabic and English.
  • Post graduate degree in a relevant field.
  • 5 or more years humanitarian experience.
  • Demonstrated experience with support services and associated compliance, including in finance management, logistics, procurement, and HR.
  • M&E experience, including with design and implementation of base-line survey, monitoring, and evaluation functions in complex programmes.
  • Leadership , Networking, and representation skills with ability to develop effective relationships with a range of actors.
  • Excellent communication, negotiation, and problem-solving capacities.
  • Ability to manage stress, multi-task and take decisions.
  • Proven ability to work in insecure and hardship environments.
