Consultancy for design and delivery of online PIM Training
1. BACKGROUND
Danish Refugee Council (DRC) & Danish Demining Group (DDG) have been operational in Libya since 2011, providing basic assistance and protection services to safeguard dignity, safety and wellbeing of the most vulnerable and at risk (migrants, refugees, IDPs, returnees, host communities.) DRC programming currently includes protection, cash transfer programming, and small-scale shelter, site management and wash response. Since 2015, DRC has been working collaboratively in an inter-agency working group with UNHCR on a protection information management (PIM) initiative. The PIM initiatives seeks to enhance collaboration for quality data and information on displaced individuals and groups of persons in a safe, reliable, and meaningful way for quality protection outcomes. The PIM initiative is based on the rationale that a shared understanding of PIM within the humanitarian community will facilitate the targeted use of protection resources, coordinated protection response, and life-saving protection interventions to a degree otherwise not possible.
In Libya, DRC is currently co-leading the Protection Sector with UNHCR. DRC aims to improve the Protection Sector’s response and coordination by offering a training on Protection Information Management (PIM) to NGOs and UN agencies who are active in the protection sector. PIM allows for an enhanced capacity of partners to collaboratively and systematically collect, process, and share protection data and information. The result is the establishment of joint analyses that helps in identifying key issues, trends and protection risks affecting conflict-affected populations. Ultimately, these analyses serve to inform a more effective, needs-based and coordinated humanitarian response across the Protection Sector. Due to gaps identified in the protection sector, DRC, via support from ECHO is funded to provide PIM training to protection sector and protection sub-sector participants. Given the covid-19 pandemic, the PIM training is being proposed to be carried out remotely.
DRC is therefore seeking a dynamic and capable PIM trained consultant to review existing PIM training resource, adapt priority modules to deliver the training remotely, and support the rollout of the online training.
2. OBJECTIVES OF THE CONSULTANCY
Under the management of DRC, the consultant will be the lead facilitator and responsible for designing and delivering the PIM training.
The consultant will be requested to
Develop a workplan for a remote PIM training for protection and protection sub-sectors[1]. The maximum time for each priority module/training module should not exceed more than 2-hours. The training should be spaced out over a series of days/weeks.
Review necessary Libya protection documents as well as existing PIM Training Resource pack tools and modules. Discuss with DRC & the Protection Sector how to adapt the modules
Carry out a learning needs assessment which will inform the capacity needs of participants
Together with DRC, identify priority modules/training sessions and adapt the modules for delivery to be carried out remotely in an interactive manner
Liaise with Global PIM team/DRC Protection Capacity Building Advisor in standardizing methodology for remote/online PIM training
Develop training agenda and materials – the training is recommended to be carried out over a series of weeks
Identify potential speakers and facilitators from DRC, UNHCR and Protection Sector[2]. Liaise with other identified facilitators and act as a lead for coordinating/facilitating the training
Deliver PIM training remotely for protection and protection sub-sector with support from DRC & Protection Sector
Deliver a final report which includes training report, adapted modules and follow up recommendations for the Protection Sector.
3. DUTIES, RESPONSIBILITIES AND DELIVERABLES
Role of DRC
DRC is responsible for providing a briefing and will facilitate meetings with external stakeholders and share background information/documents (with support from the Protection Sector). Output documents will be reviewed for quality and final payments will be made upon submission of all agreed deliverables.
Role of the Consultant
The consultant will be responsible for all aspects of the deliverables and other responsibilities stipulated in the ToR. It is expected that the Consultant will be able to conduct work remotely. The consultant will report to the DRC Protection Coordinator. The Consultant will present

A final report of the training – detailing modules undertaken, pre and post analysis of the learning needs analysis as well as key recommendations for Protection Sector to take forward
The Consultant(s) will be expected to work full-time over the course of 15-20 days starting in mid Sept 2020. While The exact dates and number of working hours will be flexible and adapted to operational requirements, and finalized in the application process. Accordingly, deadlines for all deliverables; which will be synchronized with payment tranches:

All deliverables will be finalized based on consultation with DRC.
It is expected that the Consultant will be able to conduct most desk and preparatory work either remotely or from Tunis. The Consultant will also present the findings to DRC Protection Coordinator and the Protection Sector Co-Coordinator. The consultant will be required to adhere to DRC rules and procedures for the duration of the consultancy, including safety and code of conduct etc. The consultant will therefore be requested to sign the code of ethics and sign DRC’s confidentiality form and will ensure full respect of humanitarian principles at all times, including when working in local communities and engaging with community members.
4. Minimum technical requirement of consultant:
To be successful in the position you should meet most/all of the following requirements:
4.1 Experience and Qualifications :
I. A minimum of 5 years relevant experience in Humanitarian Protection programming for INGO/UN agencies in volatile contexts. Practical application of managing protection information in volatile settings is essential
II. Advanced university degree in international law, humanitarian studies is an advantage,
III. PIM ToT trained with demonstrable experience in developing curricula and delivering protection and PIM trainings
IV. Prior experience in creating resources/tools, conducting trainings, workshops and innovative capacity building method with the ability to deliver remotely
V. Demonstrated knowledge of protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors and the coordination architecture.
1.2 Skills and Qualities :
I. Excellent teamwork and leadership skills with demonstrated ability to motivate, inspire and well organize individuals and teams
II. Highly organized and autonomous, able to multi-task and prioritize workload when necessary.
III. Excellent written and spoken English communication skills; with the ability to present concepts clearly and concisely

I. Professional fluency in Arabic is an advantage,

DRC will offer the successful applicant a consultancy contract, the consultancy should ideally commence by mid-late Sept 2020. DRC will pay consultancy fees at a mutually agreed rate.

All information presented, obtained and produced is to be treated as DRC’s property and is considered as
confidential for all other purposes than what is outlined in the ToR.
Selected consultant is upon signing of the contract required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from DRC.

[1] Envisaged to be around 20-25 participants across protection sector, GBV and child protection sub-sectors. Training is envisaged to be delivered in English. However, should be assessed in LNA.
[2] Protection Sector and InterAction are jointly carrying out Protection Risk Analysis in late Aug 2020. The findings of the Risk Analysis can therefore potentially be presented/discussed in this training. DRC Protection Coordinator, Protection Sector Co-Coordinator and UNHCR Information Management Officer are all trained on PIM ToT and are considered as PIM Champions. All are willing to support components of the workshop.

7 .EVALUATION AND AWARD OF CONSULTANCY
Proposal Evaluation
For the award of this project, DRC has established evaluation criteria which govern the selection of offers
received. Evaluation is made on a technical and financial basis. The percentage assigned to each
component is determined in advance as follows:
The technical offer will be evaluated using the following criteria, and points will be allocated in the scale
from 1– 10 for each of the criteria stipulated below, whereas the weighting is as follows:

All bidders must obtain an average score of at least 5 for the total technical scoring, in order to proceed
to the financial evaluation. DRC will evaluate the proposals and award the assignment based on
technical (50%) and financial (50%).
The total cost of the financial offer should be mentioned in the DRC Bid Form as daily fees in USD, while
the breakdown of the budget should be attached separately.
