Purpose of Activity/Assignment:

UNICEF is seeking to recruit a national consultant to support the development of an Adolescent and Young People’s engagement strategy. Under the direct supervision of the Chief Education and in close collaboration with ADAP officer and the WASH team, the national consultant will work collaboratively with an international consultant in the development of an Adolescent and Young People Engagement Strategy that will guide UNICEF’s programming for adolescents and youth in the new CPD priority and the UNSDCF.

The strategy will need to be developed drawing from the current evidence of adolescents and young people in Libya, UNICEF’s comparative advantage and the capacity of local actors in Libya. The strategy will serve Libya CO to better target its cross-cutting interventions and ensure they are aligned with the UNICEF MENA Regional Accelerator ‘Children and Young People’s Learning, Skilling and Employability’ as well as the engagement of young people in the Regional Accelerator ‘Water Scarcity and Climate Change’.

This national consultancy will be for a total duration of 3 months (estimated 30 working days) based in Libya with expected travels within the Libyan municipalities as required.

How can you make a difference?

Scope of Work:

The main activities of this consultancy will be divided in two phases:

Phase one:

In close collaboration with the international consultant support the organization of stakeholder consultations: to seek the feedback on of the findings of the desk review (conducted by the international consultant). The stakehlders will include the Ministry of Youth, Ministry of Education, Ministry of Technical Vocational Education and Training, relevant UN agencies, civil society organization working with young people, particularly those that have climate related programs, Ministry of Environment, Young people-led organisations and private sector and any other identified relevant stakeholder. The national consultant will also engage in translation information both spoken and written.

Phase two:

1. Support the presentation of the first draft of the strategy to UNICEF to get feedback.

2. Support the submission the final version of the strategy to UNICEF and key stakeholders

Support the presentation of the final version of the strategy to key stakeholders in a workshop setting that might include online participation. Power point presentation to key stakeholders 5 working days (spread across 4-5 weeks) d across 4-5 weeks) 40% of the total consultancy fee at approval of strategy report and power point presentation.

 

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Education, Economics, Psychology, Sociology, Social Sciences or another relevant technical field.
  • Minimum 5 years of demonstrated experience in Education programme with key focus on adolescents and young people programme.
  • Experience in an emergency context is an asset Prior experience in similar work in Libya is an asset
  • Fluency in English and Arabic is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
