COUNTRY BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2011 revolution. According to the United Nations 2021 Humanitarian Needs Overview (HNO), 1.3 million people require lifesaving humanitarian assistance and protection, including an estimated 173,000 internally displaced persons (IDPs), 348,000 migrants, refugees and asylum seekers, and 502,000 vulnerable host community. The IRC’s programmatic response in Libya has evolved since 2016 from an emergency effort to fill gaps in the state’s primary health care system to a more comprehensive program balancing direct service delivery with developmental approaches aimed at strengthening Libya’s public health system. The IRC has also launched a robust protection program centered in Women’s Protection and Empowerment, Rule of Law, and Child Protection, both through an integrated approach with health and also in stand-alone programming. The IRC has rolled out a ground-breaking Governance project, designed to guide young people in their effort to reduce violence, strengthen productive youth social networks, and promote civic participation in three cities in Western Libya. The IRC recently expands its health systems strengthening project intervention in South and Easter Libya.
The data collectors will report to M&E officers in Tripoli. The ideal candidate will have demonstrated experience in data collection and data entry.
JOB OVERVIEW/SUMMARY: The data collectors will participate in a wide range of data collection activities, baseline and need assessments, observation, focus group discussions (FGD), Key Informant Interviews (KIIs) post-distribution monitoring surveys, satisfaction survey, community and beneficiary feedback collection at their assignment areas reporting daily findings to Senior MEAL Officer.
RESPONSIBILITIES:
- Participate in needs assessment
- Conduct data collection for baseline, mid-term and end-line assessments, beneficiary satisfaction/exit surveys and community and beneficiary surveys, FGD and KIIs.
- Support data collection activities of IRC program activities in their assigned locations/project site.
- Support data collection activities of community engagement and client feedback mechanism.
- Conduct data collection visits to in the project sites.
- Ensure data quality through data collection and data entry.
- Participate in data collection training/orientation, data quality check and data audit activities.

- Position Reports to: M&E Officers in Tripoli

- Indirect Reporting: N/A
JOB REQUIREMENTS:
- Candidates who has Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
- Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis
- Computer literacy, including proficiency in Microsoft Office, and Microsoft Excel.
- Demonstrated experience working with ICT tools, digital data collect and analysis.
- Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
- Excellent interpersonal and problem-solving skills, creativity and flexibility
- INGO experience preferred
- Fluency in English and Arabic required
Working Environment:
The data collectors will be based in Tripoli, Shahat and Bark. They will oversee data collection process in their respective areas of assignment.
