Position: Centre manager
Duty station: Tripoli.
Report to: Activity Coordinator and Project Manager
Supervision: Functional: Support staff (cleaners, guards, receptionist, data entry), protection
team and non-formal education team linked to centre.
Note: technical team supervision for protection and education is done by technical
officers/coordinators
Close collaboration: Logistics Officer

Purpose/Objectives:
With the guidance, support and supervision of the Project Manager and the Activity Coordinator, the
Community Center (CC) Coordinator is responsible for the correct and efficient management of the CC in
the assigned area and for the overall coordination of the projects’ activities operating in the CC, according
to relevant principles and best practice standards. Provide ongoing oversight, leadership, and guidance to
the teams and prioritize the safety of beneficiaries accessing the services and project staff.
Project Management and Technical Facilitation:
Ensure overall coordination and proper management of the CC and ensure all arrangements are
taken for activities to be carried out in the center.
Ensure monthly & weekly work plan are shared and implemented for proper implementation of
activities within the center.
Coordinate with the Logistician to guarantee proper functioning of the CC in terms of
maintenance, supplies, cleaning materials, storage capacity, etc.
Organize weekly/monthly meetings to plan activities with the projects’ teams, as well as regular
meetings with CC support staff and logistics.
Flag programmatic, operational and technical constraints to the Activity Coordinator and Project
Manager in a timely manner and provide suitable solutions.
Ensure a proper, clean and safe (including in terms of protection of data/confidentiality)
environment for beneficiaries’ and staff.
Human Resources management:
Assist the hiring of all staff, collaborating with the Activity Coordinator and Project Manager, and
relevant technical staff, and participating in interviews, ensure that there is no gap in staffing.
Follow HR procedures for all staff, ensuring timely submission of documentation to HR and leave
management.
Ensure day to day supervision of admin/support staff operating in the CC.
Train staff on INTERSOS procedures and ensure full understanding of the project scope and
goals among the team.
Ensure the team in the respective sectors are working effectively together, mitigate in case of
tensions and conflict and report immediately on HR related issues.
Finance:
Ensure that a weekly/monthly expenditure planning is prepared and timely delivered to the
Activity Coordinator including expected costs for:
a. Office running costs of the centre
b. Cost to deliver/implement activities
Ensure that all other relevant administrative documentation, in collaboration with the logistics
officer and activity coordinator for financial clearance, prior to payment.
Logistics:
Take responsibility for the proper running of the CC and collaborate closely with the Logistics
department and the Activity Coordinator for any procurement related to the Project.

Send Stock Requests in timely manner, including stock tracking (in and out) and ensure monthly
reconciliation with logistics.
Assist the Logistics department in keeping the community center functional and flag operational
constraints in a timely manner.
Arranging the team’s movement on the ground, in collaboration with the logistics department and
activity coordinator, and ensure cost effective use of available resources.
Share monthly/weekly movement plans or missions.
Ensure CC is a safe environment, and that the space is kept clean and proper at all times.
Supervise operational support staff, such as guards and cleaners and report any issue directly to
Logistics department and the Activity Coordinator.
Coordination:
Strengthen and ensure communication/coordination among the project’s teams, ensuring that
there is a comprehensive link and communication stream between the different project
components.
Coordinate in-house (CC) activities and link with outreach/community-based activities and ensure
oversight of engagement by volunteers and community focal points, together with relevant
technical sector staff.
Participate in weekly and monthly coordination meetings at hub-level.
Meet with other projects staff as required: conduct punctual meetings for sharing ideas, priorities
with projects’ teams’ members.
Maintain positive coordination and relationships with partners by liaising and collaborating with
other INGOs and local CSOs when required – ensure up to date service maps for effective
referral pathways.
Take part, when requested by the supervisors, in coordination meetings with other organizations
and stakeholders.
Present project, in support of the activity coordinator, in front of local authorities and community
leadership/representation.
Reporting:
Promptly report to and coordinate with the Activity Coordinator and Logistics department (if
relevant) any security issue at the CC and any other case of special need, through all the
communication means at disposal.
Provide qualitative & timely monthly reports to the Activity Coordinator and Project Manager
giving a comprehensive overview of the CC activities indicating the challenges and mitigating
measures proposed or to be implemented, indicating issues related to HR, and refer to next
month’s planning, etc.
Commit to participate to any other task in order to achieve the project’s overall objective.

Qualification/level requirements
Minimum requirements
Hold an BA in social sciences or other relevant fields
At least 2 years of professional experience working within humanitarian/development sector,
with CSO or INGO, in senior/team leading or supervisory role
Demonstrated experience in protection programming (direct and/or indirect/referrals)
Demonstrated familiarity with protection language: e.g. case management principles, standards
and procedures, terminology

Proven computer skills (proven computer literacy), especially in excel, word and other data base
software, database management skills
Excellent reporting skills (English)
Demonstrate experience in community-based programming, including community outreach and
engagement strategies
Demonstrable experience in activity coordination, team management, supervision of team and
motivation of team
Other requirements:
– Native Arabic – EXCELLENT written and spoken English
