Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions ofBenghazi and, from 2019, in Al Kufra, to strengthenthe resilience of the most vulnerable populationsaffected by ongoing crises, improve their access toessential services.The organization’s intervention in the country is builtupon an integrated approach combining the provisionof comprehensive primary healthcare services,psychosocial support, protection assistance, WASHactivities, and infrastructure and rehabilitation.Première Urgence Internationale develops publicinfrastructures’ rehabilitation and restoration inareas affected by several years of conflict.Additionally, during the COVID-19 crisis in Libya, theorganization adapted its intervention to includeInfection Prevention and Control and COVID-19awareness activities. |
Job Description |
Overall purpose |
Under the direct supervision of the Area Coordinatorand in collaboration with the Medical Coordinator (MedCo), the Deputy Area Coordinator– Programs (DAC-P)supervises the implementation ofallactivities in Benghazi and Kufra areas. The DAC-Pmonitors the effective implementation of the program at the base level and monitors PUI’s contractual obligations and reporting. The DAC-P is also responsible for representing PUI on programmatic issues to other humanitarian actors and to technical and administrative state authorities at the local level.

Tasks and Responsibilities |
Strategic Development, follow-up of operations and reporting: Coordinate the project teams through the program and activity managers and ensure the proper implementation of the operational and qualitative aspects of the programs (objectives monitoring, respect of deadlines and budgetary deadlines, quality control, team synergy in accordance with the contractual documents and in compliance with PUI policies and procedures). Ensure that contractual obligations are respected and coordinate the writing of reports. Ensure that the programs developed are in line with PUI’s mandate and strategy and will propose new interventions according to the evolution of the humanitarian situation in the region.
MEAL: Coordinate with the MEAL department to facilitate the implementation of the activities of this department as well as the interactions with the programs and the design of relevant tools. Representation: Participate in technical forums (working groups) at the local level in collaboration with the project leaders. Assist the Area Coordinator and/or Deputy Head of Mission for Access and Support in coordination meetings between NGOs and political and administrative authorities. Human Resources: Be the direct supervisor of the program and activity managers (four persons) and the two pharmacists in the two bases and ensure that appropriate support and capacity building is provided to senior program staff. Logistics and Administration: Support the project managers in supervising the logistical and administrative tasks of the projects with the support of the logistics and administration departments

MONITORING, EVALUATION, ACCOUNTABILITY AND EVALUATION
He/she helps the project managers to develop appropriate reporting tools and to submit them regularly; He/she supports the project managers in the efficient collection of data (timeliness, completeness and quality) with the cooperation of the MEAL department; He/she reports to the Area Coordinator on meetings, project activities and any other relevant information; He/she collaborates with the Area Coordinator and MEAL Manager to implement robust needs analysis and impact processes, including needs assessments, risk monitoring, review of relevant SMART outcome indicators and appropriate sources of verification, and impact evaluation reports. He/she ensures that the success stories are designed and developed by the project managers according to the appropriate methodology and transmitted in real time to the mission coordination; He/she facilitates coordination between the MEAL and operations teams to ensure the implementation of accountability mechanisms towards beneficiaries He/she supports, in conjunction with the MEAL teams, the learning and formalization exercises of the lessons learned.

SAFETY AND SECURITY
Ensures that the safety plan is known by the teamsfalling under his/her responsibility, and that safety rules are respected. Contributes to data collection on safety issues in his/her teams and disseminates them to the Area Coordinatorregularly or on an ad-hoc basis if urgent.
Must ensure that all activities are appropriately and safely conducted. Under the supervision of the Deputy Head of Mission for Access and Security, ensures that members of his/her team, and daily paid workers, are provided with safety gear adapted to their activities.He/she is responsible, under the guidance of the Area Coordinator, for the training of the technical aspects of using PPE: personal protection equipment. Under supervision of the Area Coordinator, is responsible for the technical training of health care waste management.
