About the role
The DCOP is responsible for supporting the implementation, programmatic direction and leadership of a highly complex and strategic project for the/ successful outcome of all project deliverables. The DCOP will support the COP to ensure responsiveness to the client and other stakeholders, be engaged in work planning, monitoring and evaluation, budgeting, performance management, strategic communication, and new business opportunity activities.

The DCOP will also support the COP in the project’s technical direction and provide management oversight in order to achieve completion of all project deliverables profitably, timely, and in accordance with client regulations, CA-USA policy and the highest standards of integrity and transparency.

This position is exempt and reports to the Chief of Party and is based in Tunis, Tunisia / Tripoli, Libya.

Serve as the Acting COP in the absence of the COP.
Assist the COP with management and coordination of project implementation, quarterly and ad hoc reporting and support quality control measures
Supervise technical and administrative staff, including the Senior Technical Advisor(s), the Objective 1 & 2 Lead, M&E Specialist, Program/Field Officers, Partner staff, and the Administrative & Finance Managers
Monitor project plans, budgets and deliverables to ensure accuracy and timely submissions;
Coordinate overall operational support to ensure timely and efficient response for procurement, recruitment, security, asset management, facilities, internal audit and contracting needs
Support successful project start-up and lead closure per USAID regulations
Develop templates and tools to demonstrate best practices for field implementation,
Serve as a lead in all non-technical activities and by serving as main point of contact for overall financial, contractual and operational matters
Ensure all project staff (LTTA and STTA) adhere to overall contract compliance to USAID regulations, Crown Agents policies and local law
Prepare labour approvals, country clearance requests, travel authorizations and miscellaneous approval requests and liaise regularly with USAID counterparts
Draft subcontracts, grants, staff contracts, modifications, service contracts, purchase agreements and liaised with local and regional vendors; support and mentor staff
Support the monitoring of project budget and expenditures to prepare regularly scheduled financial data and budget reports
Support the review and approved all field financial transactions including expenditures, payroll, expense reports, VAT claims, accruals and bank account management
Support the overseeing of equipment, commodity and services procurement, inventory management and clearance of goods through customs
Supervise travel logistics and conference planning for long and short-term staff, grantees and contract activities

About you
Master’s degree
Fluency in English is required; Arabic ability is preferred.
Advanced degree in international development, international affairs, economic development, crisis management or a related field preferred
Experience working in Libya or Middle East and North Africa preferred
Prior experience with USAID preferred
Ability to analyze complex, politically sensitive issues and ensure strategic program coherence in dynamic environments
Minimum of 10 years of experience in managing and implementing stabilization and security projects of similar size and scope, preferably in a conflict or post-conflict environment
Demonstrated experience collaborating with civil society organizations to identify community needs and experience in civil society and governance programming
Demonstrated experience liaising and collaborating with host government institutions
Demonstrated experience working to build the capacity of local NGOs, Associations, Think Tanks, and other local organizations
Demonstrated ability to work and liaise with advocacy campaigners, watchdog organizations, and global governance process organizations
Strong facilitation, communication, collaboration, and leadership skills
Experience with adaptive management approaches
Personnel and resource management, coordination, and decision-making skills along with an ability to troubleshoot
Experience with grants management
Demonstrated leadership, flexibility, and resourcefulness.
