Deputy Chief of Party

Chemonics seeks a Deputy ​Chief of Party (DCOP) ​for the ​ongoing​ ​USAID Libya Economic Acceleration Project (LEAP/Aqfuz)​. LEAP aims to enhance economic opportunities for the target group in Libya’s south by increasing their effectiveness through contributing to the following objectives 1) strengthen entrepreneurship skills and opportunities for vulnerable and historically marginalized populations; 2) improve the productivity of Micro-, Small- and Medium-Enterprises (MSMEs) among the target populations; 3) increase vocational and technical training with a focus on market demands, and 4) increase assistance to businesses in all phases of their life cycle, all which will help build economic resilience among the target population and promote stabilization, peacebuilding, and conflict prevention.

Reporting

The Deputy Chief of Party reports to the Chief of Party.

Purpose

The Deputy Chief of Party position is the second most senior position on the project and primarily responsible for programmatic aspects of the programs.

Responsibilities include:

  • The DCOP will closely oversee day-to-day implementation, personnel management, monitoring, evaluation and reporting for LEAP activities in Libya.
  • Coordinating closely with and at the direction of the chief of party, this position will be responsible for managing programmatic representation, technical implementation, and direct supervision of the project office(s) in Libya.
  • They will serve as an alternate point of contact for Chemonics and USAID and acting chief of party when the chief of party is unavailable.
  • They will ensure technical team has a cohesive and demand-driven strategy that leverages stakeholders’ commitment for effective result delivery.
  • The DCOP will work together with the component leads to identify program opportunities and potential local partners and ensure effective implementation of interventions.
  • In close coordination with the chief of party, systematically engages micro-, small- and medium-enterprises (MSMEs), build capacity and strengthen entrepreneurship skills among the marginalized populations.
  • Liaises with local counterparts and continually assesses political dynamics that present opportunities and challenges for the project team.
  • Informs adaptive management for achieving expected results.
  • Takes lead role in work planning processes, pause, and reflect sessions, and other collaborative learning events using MEL data and political economy information to adjust the work plans and interventions as appropriate, bringing together landscape level and technical team perspectives.
  • Supervises component leads, short term technical experts, and technical implementation staff. Serves as an indirect supervisor for all team members in Libya.

Duration

This is a long-term assignment. The expected duration is at least one year.

Qualifications and Requirements

  • At least five (5) years of experience working on donor-funded projects in a related role and with some demonstrated supervisory experience.
  • Experience working in developing countries is required, preferably complex, high-speed, and challenging field operations.
  • Financial management experience, including budgeting, financial management (tracking, reporting, and accounting, and procurement).
  • Experience developing and administering grants or small grants programs required.
  • The DCOP must have the capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment; and to ensure that activities are appropriately implemented, monitored, evaluated, and closed-out.
  • Supervisory experience, preferably working with culturally and geographically diverse staff.
  • Experience working in Libya or other North African countries, highly desired, but not required.
  • Ability to cope with and function effectively in high stress and fluid environments.
  • Fluency in written and oral English is required and demonstrated working fluency or proficiency in Arabic is highly desired, but not required.
