Deputy Chief of Party – Libya

Blumont is looking to identify a Deputy Chief of Party (CoP) for future work in Libya. The anticipated 4-year program is funded by U.S. Agency for International Development (USAID). The goal of the program is to promote an inclusive, private sector led economic growth for vulnerable communities in Libya, increasing employment opportunities and diversification in Libya’s economy to promote resilience.

The DCOP will provide technical leadership in promoting an inclusive, entrepreneurial environment in Libya that includes increased women and youth participation, increased regional development initiatives and increased foreign direct investment. S/he will work with the program team to develop a development strategy that will strengthen and expand the number of business incubators and accelerators as well as building the capacity of MSMEs in different regions around the country. This individual will be expected to work with target communities, humanitarian and development implementers, government staff, and other key stakeholders to deliver a strategy for inclusive, private sector led growth in Libya.

Qualifications and Skills:

• Master’s Degree preferred in economic development, business administration, international development or a related advanced degree
• Minimum 8 years’ experience designing, implementing, and managing complex economic development, resilience and/or governance programs in developing countries
• Professional experience coordinating with multiple levels of stakeholders including beneficiary groups, staff in government agencies, civil society, and international implementors in developing countries. Preference for technical experience in Libya or similar contexts.

• English fluency required; Arabic fluency preferred.
