POSITION DESCRIPTION:

IFES is seeking a Deputy Chief of Party (DCOP) for the five-year, USAID-funded Engagement with Voters for Equitable Representation (EVER) project, which will strengthen the foundation of democratic elections in Libya and empower citizens and civil society in democratic processes. EVER is projected to start in September 2024. The DCOP supports and collaborates with the Chief of Party (COP) to coordinate country office activities and administration and manage the IFES Libya office in Tripoli. S/he will also oversee select program objectives, including the EVER-small grants program component. In addition, the DCOP will be responsible for ensuring compliance with USAID and non-US donor rules and regulations especially related to financial management, reporting, and M&E.

This is a full-time position based in Tripoli, Libya and is contingent upon award. This position is open to Libyan citizens only.

MAJOR DUTIES AND RESPONSIBILITIES

:

  •  Oversee country office operations, human resources, administration, finance, security and donor reporting, working closely with the Director of Operations.
  •  Support the COP in ensuring timely execution of project activities within the allocated budget, including strategic planning and implementation of activities in a challenging and dynamic environment.
  •  Manage the country office team, ensuring roles and responsibilities align with scopes of work and lines of supervision are clear within the team.
  •  Supervise in-country staff and consultants and provide feedback on performance. Work with COP and HQ team to recruit and train new staff.
  •  Manage country office operations, including security protocols and procurement processes in accordance with IFES policies and donors’ rules and regulations.
  •  Oversee fiscal management of projects, including approval of country office expenses, oversight of required financial documentation, and regular evaluation of project burn rates and expected spending in collaboration with HQ. eMg2zaF vqIH0
  •  Ensure the timely completion of program quarterly, annual, and final reports, ensuring reporting captures impact and analysis of results and meets donor-specified requirements.
  •  Lead projects’ forward planning through the preparation and update of project workplans and operational matrixes.
  •  Oversee specific project activities as directed by the COP and provide technical input as needed.
  •  Oversee the program’s civic education grants component, including in developing systems to identify potential partners and supporting co-creation and co-design with the donor and other stakeholders.
  •  Evaluate capacity of partners, to develop and lead tailored capacity development trainings, develop subgrant monitoring plans, conduct site visits, and provide technical and operational support to subgrantees.
  •  Serve as the IFES representative with government, the international community, and donors on a variety of issues when the Chief of Party is not available. Serve as acting Chief of Party when Chief of Party is away from the duty station or unavailable.
  •  Draft scopes of work and manage the coordination and deployment of consultants when and where needed.
  •  Support business development efforts in collaboration with the COP, including mapping concepts for new programming, tracking donor priorities, informing donors of programming needs and strategizing for engaging new and existing stakeholders.

POSITION SCOPE:

Support COP in in the management of the IFES/Libya office. Will work closely with the COP in overseeing program operations and processes to support effective project management and implementation. Collaborate with COP in monitoring all aspects of project operations, security, reporting and compliance.

DECISION MAKING/PROBLEM SOLVING:

Complex decision-making requiring in-depth analysis, management of multiple projects and donors simultaneously, ingenuity, capacity to evaluate and respond to new and changing issues and sound problem-solving ability. Identify risk factors with potential to disrupt achievement of program/project goals. Analyze issues, problems or opportunities and propose appropriate courses of action.

FISCAL RESPONSIBILITY:

Participate in proposal development, financial management, project budget development and planning. Review of field financial reports. Ensure compliance with IFES and donor rules and regulations, particularly with regard to fiscal management.

RELATIONSHIPS:

Maintain collaborative working relationships to ensure timely and successful achievement of project goals and objectives. I nteract regularly with project and Mission staff, as well as with government and civil society partners and all other stakeholders to the program. Partnerships require a high degree of diplomacy, tact and judgment, with ability to address conflicts or difficulties in a constructive manner.

SUPERVISION EXERCISED:

Overseeing several in-country project staff.

POSITION REQUIREMENTS:

EDUCATION:

A master’s degree in social sciences, community development, communications, business, international development, and/or other related fields.

EXPERIENCE:

At least eight (8) years of experience working in the engagement of civil society and elections and political processes. Experience working with US Government and/or non-US donors in related program areas, with at least 3 years of office management and staff supervision experience. Familiarity with political, economic and social context of Libya or the MENA region more broadly is an asset.

RELATED SKILLS AND KNOWLEDGE:

Demonstrated experience developing systems to identify potential partners, evaluation of capacity of partners, and managing grants (in-kind and cash) with local partners, training development and other technical areas related to the objectives of this activity. Experience with office administration, security management and activity planning and implementation. Demonstrated national staff management, project administration and financial management skills. Detail-oriented, creative, dependable and organized. Demonstrated ability to manage staff, prioritize and handle multiple tasks and consistently meet tight deadlines. Ability to develop and manage effective local relationships by applying cultural awareness. Strong written and oral communication skills in English as well as operational, implementation experience. Demonstrated outstanding writing and reporting skills. Collaborative, team oriented individual. Proven capacity to work well with minimal supervision . Demonstrated ability to work in a diverse environment with flexibility and adaptive approaches to learning and sharing experience. Knowledge of the Middle East Region and North Africa is a plus.

LANGUAGE SKILLS:

Fluency in spoken and written English and Arabic is required.
