POSITION DESCRIPTION:

IFES is seeking a Director of Programs and Partnerships for the forecasted five-year, USAID-funded “Engagement with Voters for Equitable Representation” (EVER) project, which will strengthen the foundation of democratic elections in Libya and empower citizens and civil society in democratic processes. EVER is projected to start in September 2024. The Director of Programs and Partnerships will support the Chief of Party in implementing the EVER project; coordinating activities and overseeing select program objectives; and managing the program in the absence of the Chief of Party.

This is a full-time position based in Tripoli, Libya and is contingent upon award. This position is open to Libyan citizens only.

MAJOR DUTIES AND RESPONSIBILITIES:

Under the direction of the IFES Libya Chief of Party, the Director of Programs and Partnerships’ responsibilities will include:

  • Oversee the day-to-day management of the program, guided by the Chief of Party and in coordination with the Director of Operations and the Monitoring, Evaluation, and Learning Manager.
  • Assist the Chief of Party in ensuring timely execution of program activities within the allocated budget, and strategic development and implementation.
  • Manage specific project activities as directed by the Chief of Party and provide technical input as needed; for example, related to elections, civic and voter outreach, civil society strengthening, and inclusion.
  • Support Chief of Party to identify risk factors with potential to disrupt achievement of program/project goals, and implement strategies to mitigate risk.
  • Analyze issues, problems, or opportunities and propose appropriate courses of action, based on knowledge of professional principles and best practices.
  • Provide technical training and ongoing mentorship to build capacity of local partners on specific activities.
  • Serve as the IFES representative with government, the international community, and donors on a variety of issues when the Chief of Party is not available.
  • Ensure that donor-specified reporting requirements are met.
  • Prepare papers, reports, and briefings on programmatic work.  
  • Develop and maintain relationships with key stakeholders, donors, and partners.
  • Maintain contact with appropriate staff in IFES headquarters on programmatic issues.
  • Support the recruitment, supervision, management, and training of programmatic staff and consultants.
  • Perform other duties as directed by the Chief of Party.

RELATED SKILLS AND KNOWLEDGE:

  • Ability to manage and perform highly technical work requiring ingenuity and capacity to evaluate and respond to new and changing issues.
  • The ability to remain highly organized while handling multiple tasks under tight deadlines.
  • Ability to complete tasks with limited supervision.
  • Must possess solid communication and presentation skills.

POSITION REQUIREMENTS:

EDUCATION:

  • Bachelor’s degree in international politics, international development, public policy, or related field; master’s degree preferred.

EXPERIENCE:

  • Minimum of 10 years of experience working on international development programs, including in relation to elections technical assistance, civic participation, civil society strengthening, policy advocacy, and/or governance.
  • Minimum of four years of experience with USAID-funded activities in related program area.
  • Experience integrating gender equality, women’s empowerment, and disability rights issues within political and electoral processes, civic organizing, and civil society strengthening initiatives is strongly preferred.
  • Experience working on civil society activities in Libya will be favorably regarded.

Language Skills:  Fluency in written and spoken English and Arabic language required.

Travel:  Travel may be required.
