MAIN RESPONSIBILITIES

  • Performing the tasks of transporting authorized passengers, authorized goods, medical products in an MSF vehicle – city car and small trucks more than 3.5 tons (typ. Mitsubishi Fuso flat-bed) requiring special driving licenses; ensuring its technical and safety conditions and respecting the country’s traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service
  • Punctually carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission personnel and premises.

Accountabilities

  • Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
  • Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, spare parts, ), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions.
  • Ensuring that all vehicle documents are valid and available in the vehicle and that all goods have all necessary papers in order before traveling. Ensuring that all administrative documents are properly filled in at all times (transport documents, customs formalities, accident report, reception and delivery forms, driver’s permission)
  • Ensuring all passengers have all necessary papers in order before traveling, and ensuring non-MSF staff sign disclaimers of responsibility before using the vehicle
  • Participating in the loading and the unloading of the vehicles
  • Submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the fully completed documents to Logistics, and ensuring that the goods have the necessary documents
  • Informing the Logistic Supervisor of any incident involving the transportation of passengers and/or goods.
  • Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints, and roadblocks. Ensuring all passengers know and respect the security rules
  • Being responsible for the vehicle and its contents and for the safe delivery of goods being transported. Performing or verifying the safe and correct loading and unloading, ensuring the loads are balanced and are properly secured and protected
  • Performing basic repairs if needed.
  • Determining the route and the timetable to follow or respect those that have been provided beforehand
  • Communicating with base according to MSF communications policy to inform the driver’s position and any potential implications.
  • Knowing and respecting the security rules related to vehicle movements, following and applying security instructions and adapting the driving according to external factors such as weather conditions, the traffic rules in the country, the itinerary, in city or highway, day or night and the traffic density

 

 

QUALIFICATIONS AND SKILLS REQUIREMENTS

  • Essential literacy and driving license
  • Essential Grade 2 license
  • Essential excellent knowledge and understanding of Zawiyah area, roads, and context
  • Essential 3 years minimum of previous professional driving experience, desirable in MSF or other NGOs
  • Essential English minimum level
  • Essential Arabic fluent
  • Desirable knowledge of basic mechanics
  • Essential good vision
  • Essential availability to travel to country borders, Zintan, Tripoli, and other places of Libya
  • Essential availability to punctually travel and stay outside base overnight

WORKING HOURS

Max 12hr shifts, on the monthly roster, max 208 hours per month –  at least 1-day rest per week
