Mission: To support the logistics officer in Benghazi office in compliance with Handicap International internal framework and institutional donor regulations so as to ensure on-going logistical support for the activities developed. |

Responsibilities
Responsibility: Steering the supply logistics management
Objective: To ensure the application of logistics procedures in compliance with the legal framework and internal and donor regulations
Benchmarks: Introduction and compliance with logistics management procedures
Activities:
- Collect quotations delivery notes from vendors and raise procurement Purchase request
- Upon request assist the logistics officer to define and apply logistics procedures for the supply chain (purchase, stock, transport), in compliance with the legal framework and internal and donor regulations
- Assist the logistics officer In setting up monitoring tables so as to have reliable information permanently to hand
- Assist the logistics officer in setting up indicators and internal controls for the implementation of logistics procedures
- Support the logistics officer in to train program teams in HI and donor logistics procedures and in the logistics regulations applying to the program and to partners, in compliance with the legal framework.
- Ensure checks are conducted on partners’ logistics processes in collaboration with the logistics officer
- Assist the logistics officer Ensuring the filing and archiving of logistics documents
- Perform any other task in the frame of procurement/logistics upon request by line manager.
Responsibility: Planning and guaranteeing efficient supply chain management
Objective: To cover the program’s needs for materials, equipment and services
Benchmarks: introduction and compliance with supply management procedures; supply security; project team satisfaction with the supply chain management
Activities:
- In collaboration with the logistics officer to participate in the drafting of a supply plan per project
- Assist the logistics officer to oversee the transport of merchandise and manage customs clearance procedures
- Set up and check on the regular updating of a suppliers database as per Logtsics officer request
- Supervise the monitoring of Purchase and Service Requests and check purchase files as per logistics officer request
- Supervise the reception of merchandise and the delivery of material to requesting parties
- Assist the log officer in the drafting of donor reports and preparing for audits on aspects concerning supply
- Assist log officer in preapring contracts for suppliers and service providers and manage, archive and monitor suppliers and service providers
Responsibility: Supervising the management and use of the means of transport in compliance with internal regulations and the security plan
Objective: To provide safe and appropriate means of transport for the smooth running of activities
Benchmarks: Suitability of means of transport with regard to the program’s context; user satisfaction
Activities
- Upon request drive and ensure staff members arrive to destination safely and soundly.
- Drive safely and courteously to any location determined by a colleague.
- Keep vehicles and vehicle equipment and contents clean, safe and well maintained.
- Ensure vehicles are ready to travel at any given notice, fuelled and equipped as required.
- Load and unload vehicles as required.
- Ensure that staff members arrive to destination safely and soundly.
- Conduct a regular check on HelpAge Vehicles, to make sure that all are well-functioning and up to the safety standards.
- Undertake any other duties assigned by line manage
- In liaison with the Logistics officer, define the program’s transport needs
- Assist the log officr to define the management of means of transport in compliance with local legislation, the program’s security rules and HI’s regulations
- Organize/ensure the organization of the management of other transport means
- Undertake the following tasks and record them in the vehicle monitoring table:
- Optimal transportation means.
- Monitoring and checking transportation contract
- Ensuring the filing and archiving of files, contracts and documentation associated with transport
Responsibility: Participating in the analysis and implementation of the program’s security rules
Objective: To ensure the teams’ security in the program context
Benchmarks: Relevance of information, rapidity of reactions, quality of communications, extent to which security measures conform to the security plan
Activities:
- Bring all security information collected that he/she is aware of to the attention of his/her line manager
- Monitor the program risks
- Circulate information concerning the security of travel, equipment and premises within the program
- Secure and render visible the premises, vehicles, equipment and individuals as set out in the security rules
Responsibility: Managing the program’s Drivers tem
Objective: To develop the team’s autonomy and performance
Benchmarks: Direct reports’ satisfaction with the management; quality of assessments carried out
Activities:
- Manage and lead the drivers team, fix objectives and assess the staff he/she line-manages
- Train his/her team
- Set up communication and coordination mechanisms for his/her team
- Manage contractual monitoring (leave, end of trial periods, etc.) of the staff he/she line-manages; if necessary, co-validate disciplinary procedures with the Log officer
