1. Purpose of the consultancy:
The overall objective is to build the capacity of the national TB programme on clinical and programmatic management of drug-resistant including TB case management and active drug safety management (aDSM). This consultancy is to provide a remote technical support to drug-resistant TB case management over tele-call during the DRTB management committee meeting and on ad hoc based on NTP request and need with the aim at building the capacity of the national experts in effective management of DRTB in Libya.
2. Background and Rationale:
According to WHO’s Global Tuberculosis Report 2022, the overall TB incidence rate per 100,000 population in Libya was 59. The rate for TB patients with HIV was 0.68/100 000 and for multi-drug-resistant (MDR) or rifampicin-resistant (RR) TB it was 2/100 000. These rates translated into 4000 people with TB, of whom 74 were estimated to have MDR/RR TB. Data from the report show that the estimated TB incidence has increased in the country since 2019. This increase is mainly because of the disrupted healthcare services including TB services. The prolonged Libya’s limited capacity to diagnose TB, suggests there has been a serious worsening due to an increased influx of migrants, non-functional healthcare facilities because of prolonged conflict, non-availability of medications and diagnostic products etc. WCO Libya is supporting the National TB programme to enhance the TB prevention and care services in the country with generous funding from European Union. This support enabled National TB programme to provide the necessary TB prevention and care services including DRTB services to needy population in the country.
3. Planned timelines (subject to confirmation):
Start date: 1st May 2023
End date: 31st March 2024
(Duration of the contract – 11 months from 1st May 2023 to 31st March 2024. Contract duration is 25 days in 11 months period; 22 days for DRTB committee meeting and 3 days for DRTB webinar)
4. Work to be performed: Under the supervision of TB Technical Officer, the consultant will ensure delivery of
Output 1 –Provide technical expert advice during DRTB management committee meetings to support national staff in clinical management of DRTB patients
Deliverable 1.1: Prepare a DRTB management committee meeting schedule from May 2023 to March 2024
Deliverable 1.2: Conduct/attend DRTB management committee meeting every month (A total of 11 meetings in 11 months)
Deliverable 1.3: Prepare a template to collect the information for clinical case discussion during the DRTB committee meeting
Deliverable 1.4: Prepare and submit case based DRTB patient treatment report to NTP and WHO after each meeting (Month wise)
Output 2 – Build the capacity of national staff in effective clinical management of DRTB patients
Deliverable 2.1: Prepare an agenda and presentations for 1 day webinar on latest WHO guidelines on DRTB management and conduct one day Webinar for NTP staff on DRTB treatment and management of adverse drug reactions
Deliverable 2.2: Submit a technical report on 1 day webinar
5. Specific requirements
Qualification required:
Minimum an advanced university degree (Master’s level or above) in Medicine and Master/diploma degree in General Medicine or pulmonary Medicine or public health
Experience required:
Over 10 years of relevant experience in management of DS and DR TB including clinical management of patients as per WHO recommendations
Desirable – Experience of working in challenging operating countries, including with ministries of health.
Skills / technical skills and knowledge:
Excellent communication, advocacy and people skills.
Demonstrated experience working with multiple stakeholders and building capacity.
Language required: Fluent (Read – Write – Speak) in English. Arabic knowledge is desirable.
