BACKGROUND: The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with integrated health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. This includes direct interventions as well as work in partnership and systems and civil society strengthening toward improving outcomes for conflict-affected and vulnerable populations in Libya. IRC Libya’s strategic priorities include further integration and development of economic recovery and development (ERD) programming, and the country program seeks an experienced ERD Specialist to support in these efforts.

 

SCOPE OF WORK: The short-term ERD Specialist will provide technical leadership on ERD program design and development, including service and partner mapping, desk research and assessments, livelihoods strategy development, and exploring viability of cash-based programming in the Libya context. She/he will lead the technical design of new program opportunities, and in consultation with program coordinators/managers assess and make recommendations on and help facilitate responsive ERD integration across sectors; this includes exploring the potential for integrating Cash and Voucher Assistance (CVA).

 

DUTIES AND RESPONSIBILITIES

  • Conduct desk research and support potential partner mapping and stakeholder engagement related to ERD needs, investments, capacities, and potential collaboration.
  • Lead and/or provide technical support on a range of assessments and scoping exercises, including but not limited to e.g., business incubation, MSMEs, CVA feasibility, local investor networks and financial services, market assessments.
  • Lead design of ERD/livelihoods programming portfolio in line with IRC’s evidence-based approaches, including identifying areas for innovation and expansion.
  • Support the development of a strategy for further positioning and business development priorities for advancing ERD programming.
  • Ensure alignment of livelihoods programming with IRC global strategy plan and relevant theories.
  • Lead and/or contribute to technical design and writing in concept note and proposal development for livelihoods-related programming.
  • As requested, attend ERD-related coordination and technical forums for Libya and/or hold meetings with relevant government agencies/offices (e.g., ministries, municipalities).

 

 

 

 

 

REQUIREMENTS

  • Bachelor’s degree in international relations, economics, social science, human rights, business or related field required; master’s degree in related field preferred.
  • Minimum of 5 years professional experience in economic or livelihoods-related programming, applying technical expertise in livelihoods and economic recovery; experience with CVA is a plus.
  • Demonstrated experience designing and implementing ERD/livelihoods programs in complex contexts; experience in Libya is essential.
  • Experience working or collaborating with private sector in Libya desirable.
  • Experience developing funding proposals.
  • Assessment and research skills are an advantage.
  • Strong written and oral communication skills, and effective in liaison with external parties.
  • Fluency in Arabic and strong English language skills required.
