“EU Libya Technical and Vocational Education and Training (TVET) Delivery and Development” is an EU funded, British Council implemented project, which aims to improve capacity and provide quality technical and vocational education and training in Libya, and to improve the quality of content and relevance of education and training to meet the demands in the labour market. Originally started in January 2013 and suspended due to “force majeure” in October 2014, the project has now been re-launched, with a team in Libya and Tunisia. The reactivated implementation will continue to develop capacity and methodologies for the TVET offer in Libya in line with real demand for skills in the Libyan economy. It will also focus on supporting the establishment of Centres of Excellence in a limited number of TVET institutions. Activities in these Centres of Excellence will include:
As a result, the Centre of Excellence institutes will be better equipped to provide higher quality training that is more relevant and matched to the needs of local employment. Overall Result Areas of the programme are as follows:

Purpose of the consultancy |

Education is a fundamental right and serves a variety of purposes. Ultimately, education and |
training are geared to facilitate the transition from the area of learning to the area of employment. This Project is supporting the transition in the area of career information, advisory and guidance. But it is clear that solid knowledge about jobs and markets is imperative to be successful. It is also important for the businesses to know which programmes the training providers deliver and how the institutes test and examine their students and certify that students have a command of knowledge and technical competences in specific job situations.
Close relationships between the worlds of training and work are imperative for the benefit of all involved. Numerous studies have supported this observation, and this Project is seeking to build and strengthen such relationships. It is planned that in four selected regions a team of short- term experts recruited through this Project will map the TVET regional sector and identify business partners who are willing and motivated to form the initial core and become ‘champions’ in education- business partnerships.
The overall objective of the works under these TOR is to achieve awareness and appreciation of the advantages of close collaboration between the training and the employment sectors in the four targeted regions. More specifically, the team of experts are expected to build a sustainable foundation for good cooperation between the businesses and their representative bodies (mostly the Chambers of Commerce and Industry) on the one side and the TVET providers represented by their representative body, the NBTVE under the Ministry of Education.
The team of consultants working under the EBP component will (inter alia) ensure that:
- Labour market information (in their respective territories) is available, most importantly on vacancies for market entrants;
- Regular dialogues, face-to-face or virtual (web-supported) are practised in specific localities and specialisation (occupation(s)), for instance, through conducting tracer (graduate) studies, or other forms of business contacts. Topics covered could be the relevance of programme content and delivery, gaps in programme offerings, provision of equipment in practical training; relevance of school/ institute certificates; feedback on technical competency levels of trainers, and others;
- Promotion of such dialogues would also help to explain the benefits for businesses when they provide practical training places, in the form of internships, apprenticeships, or other forms of practical learning; this would be of particular importance when equipment is scarcely available in training institutes;
- Business representatives (in a certain locality) welcome the idea to be engaged in the advisory board of the respective TVET institute.
Scope of works
Under the guidance of the Team Leader (TL)/ Deputy Team Leader (DTL) the works will be undertaken by a team consisting of an EBP Senior Expert, supported by an EBP Expert, initially in two selected geographies, Tripoli and Benghazi. The scope of works covers the following:
- Identify organisations (businesses and their representatives) willing and able to become actively involved in building a vibrant network of relationships between training providers (institutes) and businesses (industries, organisations, markets);
- Quantify and aggregate employment related information for jobseekers (vacancies, qualification levels etc.) and share with the governing bodies, Chambers of Commerce and Industry, NBTVE-MoE, MoL, cooperation with the component of Career Information, Advisories, Guidance (CIAG) and facilitate publication;
- Map this information and aggregate as data and inventories in a data base (later to be published on the website of the NBTVE- MoE), also link these with the works under the Communication & Visibility- C&V) ensuring that the information is also shared with the
Ministry of Labour (MoL);
- Observe gender equity aspects (female equity and inclusion) are given due consideration in these works;
- Explore opportunities to institutionalise the collaboration in EBP by systematising dialogues and other cooperation modalities under the guidance of the NBTVE- MoE;
- Support implementation of study visits (or similar forms promoting peer learning and regional partnerships) for selected groups from the business and TVET- sector (incl. the NBTVE- MoE);
- Cooperate closely with the Project’s C&V experts to ensure good public coverage and dissemination of all works under the EBP component.
Expected Deliverables
- An inception report capturing a workplan defining clearly measurable results and milestones, not later than five working days after the start of this assignment.
- At the respective regional levels, the experts provide a data basis reflecting job market opportunities for entrants (school leavers) and individuals seeking to modernise/ upgrade their qualification and match this information against the trainings offered in the region (classified into subjects/disciplines/ qualifications and levels);
- The information is shared with the C&V experts ensuring wider publication;
- A rationale and programme (with a number of options) for a relevant study visit exploring EBP in partner countries is prepared; if such is not feasible (given the present pandemic) alternative forms of peer learning fostering partnerships will be explored and provided;
- The experts support the organisation and implementation of workshops or similar forums attended by the targeted partners to ensure a sustainable impact of the study visit, including the application of lessons learned;
- A cadre of up to 30 local partners in the targeted regions/ clusters will receive capacity building (composed of TVET institute leaders, business partners, community influencers);
- Gender and inclusion principles are fully addressed in all works undertaken and concepts developed;
- Experience and lessons learned are documented and integrated in an EBP- manual (toolkit);
- The team will contribute to quarterly progress reports to be coordinated and submitted by the Senior Expert (for submission to the Project management team).
Skills and Competencies
Qualification and skills:
- Hold a university degree in a relevant field (social sciences, incl. economics, statistics, communication) at Masters level
- Excellent English and Arab language skills, both oral and written
- General professional experience
- Minimum 3 years of work experience in communication strategies and implementation plans, public relations, journalism or other relevant fields.
Specific professional experience:
- Ideally, proven experience (>3 years) in TVET policy and delivery issues
- Strong analytical, reporting and communication skill
- Conversant in MS office applications and graphic illustrations
Contract details
The assignment is offered on a fixed- term basis for 100 working days in total, spread over an (almost) two year- period.
A competitive fee in line with roles in large donor funded programmes is offered. This will be agreed once the successful candidate is identified and will be commensurate with the successful candidate’s previous experience.
The successful candidate will be home-based and is expected to deliver through both remote management and field missions as required.
