Country Profile :
ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi,Derna and Sebha with support from 12 international and 60 national staff. ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment
The Education/Child Protection Project Officer (EPO) will be work closely with the Case Management Supervisor to ensure the quality and effective implementation of Education and Child Protection Programming in Benghazi. The EPO will be responsible of the work of the education assistant and the the PSS Officer and will supervise the implementation of the different education activities. The EPO will work closely to ensure the activities are successfully implemented on target and all ACTED environments are safe for children.
The EPO will also ensure that administrators, teachers, staff and external actors involved in the delivery of education and child protection activities are capacitated to provide age-appropriate catch-up classes, psychosocial support and recreational activities.
The EPO will be responsible for supporting with staff training, reporting, logistics, human resources, finance, AME and ACTED’s compliance (FLATS) procedures, creating synergies with parallel internal protection and education programming, and will be expected to provide technical input into education programming within ACTED Libya, and to feed into proposal development and assessments, as required.
Duties and Responsibilities
Management of the education activities.

- Support the development and preparation of the capacity-building program for teacher development and classroom management skills.
- Ensure all education activities meet minimum standards and are inclusive for all children, including those who have been marginalized and those with disabilities.
- Support coordination with different education actors at Benghazi level for implementation of capacity building training and implementation of catch up classes.
- Support the teachers in preparing the work plan and time schedules for implementing activities and achieving targets;
- Support the identification and planning of technical skills and requirements to implement the project as per relevant education standards;
- Flag any education-related technical/operational issues to internal ACTED Programme department and direct line manager.
Technical support and development of education project and activities

- Develop staff trainings and provide staff with the opportunity to develop as members of the ACTED education/child protection team, with support from Education Specialist, PSS Specialist and Project Coordinator;
- Ensure that relevant guidance is provided to education staff and that relevant guidelines are streamlined into the Benghazi education activities;
- Contribute to the continual development of ACTED Libya’s approach to education
- Provide practical field knowledge and technical support to the education and protection staff and Technical Coordinator.
Education Team Management

- Ensure that staff under the direct responsibility understand and are able to perform their everyday roles and responsibilities
- Responsible for the staffing and professional development of education staff, including assessing their capacity and supporting the PC in recruitment;
- Ensure a positive working environment and good team dynamics;
- Manage interpersonal conflicts among team members;
- Undertake regular appraisals of relevant staff;
- Identify the training needs of team members and discuss plans with the Program Manager for both internal and external trainings;
- Coach, train, and mentor team members with the aim of strengthening their technical capacity, exchanging knowledge within the education team.
Internal and external coordination with child protection and education actors

- Liaise with education partners, at both community level and inter-agency level;
- Coordinate with the case management supervisor to ensure high at risk children are identified at school level and receive the relevant service;
- Work with ACTED’s internal departments to ensure cross synergies across programming, AMEU duties, logistics department security protocols, compliance and reporting.
Reporting & Other

- To ensure timely weekly and monthly reports per activity for project management.
- Perform other tasks as requested.
