Position: Education Project Officer (Libyan national only)
Reports to: Education Project Team Leader
Supervision of: Education Technical Assistants (without line management)
Duty station: Misrata
Travel % At minimum regular travel to field locations 4 days a week.
Duration and type of contract: Renewable based on performance and funding

The Project Officer will support the day-to-day implementation of education and youth activities for both Libyan and non-Libyan children and adolescents (formal and non-formal education) under supervision of the Education Project Team Leader. Activities include but not limited to; NRC Better Learning Programme (BLP), teacher professional development, non-formal education classes, adolescent girls/boys’ clubs, outreach activities.
The Project Officer will support the day-to-day implementation of activities according to work plans and support project technical assistants and incentive teachers in line with programme objectives.
- Role and responsibilities
Generic responsibilities (max 10)
- Adhere to NRC policies, tools, handbooks, and guidelines.
- Strict adherence to the NRC Code of Conduct
- Implement the education project according to the plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Promote and share ideas for technical improvement.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant local authorities and other key stakeholders.
- Make decisions on the ground with limited or remote supervision.
Specific responsibilities
- Implement and deliver teacher training for formal schoolteachers and incentive-based volunteers according to NRC teacher professional development package and work-plans.
- Monitor project implementation for education activities (remedial classes, basic literacy and numeracy, life skills, parents’ engagement, PSS, youth etc.) as outlined in work-plans and in line with the program objectives and ensure data collection as per data SoP.
- Input into the development of monthly activity work plan of education programme activities and supervision of implementation.
- Prepare and monitor payments for incentive-based volunteers in a timely manner and ensure proper follow-up with support functions.
- Monitor purchase requests and conduct quality checks for purchased items as assigned by line manager and ensure proper follow up with logistics and field teams.
- Regularly travel to the field to support education, recreation and psychosocial support (PSS) activities.
- Verify data collection and submission for field activities and oversee implementation of needs assessments.
- Deliver capacity-building training for incentive-based volunteers and formal schoolteachers according to programme work-plans.
- Any other task relevant to the position as requested by line manager.

Scale and scope of position
Staff: Direct: 0-line management indirect: Assistants.
Stakeholders: INGOs, local NGOs, community members, school principals
Budgets: Responsible for tracking procurements against given budget.
Information: Responsible for weekly and monthly reports and indicator tracking; inputs to donor reports, annual reports and log frame updates required
Legal or compliance: Responsible for reporting any Code of Conduct violation or Child Protection concerns to PM immediately.

• Previous experience supervising teams
Context/ Specific skills, knowledge, and experience:
- Understanding of the circumstances, needs and challenges Libyan and non-Libyan children and adolescents face.
- Knowledge of the basics of child protection and/or psychosocial support. INEE minimum standards.
- Experience working with children and adolescents through education, recreation, and psychosocial support (PSS) activities.
- Experience working with children and/or educators; Ministry of Education (MoE)-level experience are desirable.
- Strong organizational skills and teamwork skills, good computer skills in Microsoft office (MS Excel, Word, and outlook).
- Written and spoken fluency in Arabic; proficiency in English.
We are looking for a candidate with a minimum of 2 years of experience working in education or child protection project implementation with a strong understanding to the education context in Libya. Previous experience working with Ministry of Education (MoE) is an asset.
