Org. Setting and Reporting

This position is located within the Electoral Affairs Service (EAS) of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of EAS.

On 15 September 2020, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) for one year, through resolution 2542 (2020). The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilise post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated authority, the Electoral Officer, P-4 (IT / Database management) will be responsible for the following duties:

•Implements, and often supervises the implementation of, electoral programs and processes in the following areas, as required: information and communications technology, data processing and analysis, procedures, training, graphic design, gender mainstreaming, capacity-building, as well as project support.
•Supports the High National Elections Commission (HNEC) in the review and evaluation of their existing IT systems such as Results Management System (RMS), Voter Registration, Results Transmission System, and recommend improvements in light of international best practices;
•Provides technical advice on IT application in all phases of electoral operations as needed;
•Assists the High National Elections Commission (HNEC) to assess information technology requirements with reference to the voter registration process, candidate registration and results and disputes management;
•Assists the HNEC in the design, implementation and monitoring of the data processing operation (for example candidate registration and electoral result collection and processing);
•Advises the HNEC on Network administration and on mechanisms and necessary tools to ensure data and IT equipment security and prevention of intrusion.
• Provides, and often supervises the provision of, support, technical assistance and advice in the above areas as required.
• Contributes, and often supervises the contribution to, capacity-building of national counterparts and strengthening of national institutions.
• Supervises and manages the performance of national and international staff assigned to the area of responsibility.
• Establishes and maintains professional and productive partnerships with national counterparts and other key stakeholders in the electoral process.
•Plans, integrates and coordinates the work of all relevant partners to compile and provide regular briefings and reports in the assigned area of responsibility.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years with a masters degree or nine (9) years with a Bachelor degree of progressively responsible experience in elections and related areas in at least 3 countries is required.
At least three years of experience in supervising, implementing, supporting or advising on
electoral processes is required.
At least three years of experience in supervising, implementing, supporting and advising in the area of IT and data management is required.
Experience in developing countries is required.
Experience in managing projects is desirable.
Previous experience of managing teams of different backgrounds is desirable.
Electoral experience in or in support of field operation of the United
Nations Common System or a comparable international organization is desirable.
Experience in bilateral or multilateral negotiations is desirable.
Experience in post-conflict situations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of Arabic is desirable.
