The ICRC Delegation in Libya has a vacancy for:

 Electro-Mechanical Engineer

The position will be based in the Benghazi Sub Delegation

 

As electromechanical Engineer based in Benghazi, the Engineer will support the Water-and-Habitat (WatHab) department in the assessment, evaluation, elaboration and implementation of ICRC-engineering projects. The engineer will report to the WatHab Delegate and coordinate with the WatHab team, supporting the activities of the team and the Humanitarian Operation in Benghazi.

 Main Responsibilities:

  • Contributes to the identification, development and implementation of projects related to power supply, rehabilitation of facilities, water distribution, wastewater and others aligned with the ICRC mandate, independently and as a team member.
  • Participates in the evaluation of the projects / program and makes recommendations.
  • Establishes comprehensive technical reports on completed projects.
  • Prepares and submits project proposals including descriptions, sketches, drawings, bill of quantities, cost estimations and implementation planning, based on analysis and department objectives.
  • Supervises contractors, sub-contractors and consultants in the field.
  • Trains and coaches technical field staff & daily laborers working on electrical, water and sanitation projects
  • In line with the Delegation’s priorities, the electromechanical engineer plans and organizes visits to operational areas and project sites, if need be with overnight stays in the field.
  • Coordinates his/her field trips with other sub-delegations, Water and Habitat engineers and other departments if necessary.
  • Assesses the needs related to electrical supply, on national, regional and local level. Collects all relevant information for the implementation of identified and approved interventions. Provides assessment reports.
  • Draws up tender and contract documents for engineering projects related to electricity and electro-mechanics using approved formats.
  • Monitors implementation of projects related to electricity and electro-mechanics using approved formats, applying ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
  • On request, assists other engineers and ICRC-structures with electrical or electro-mechanical assessments of projects, providing technical reports, designing technical solutions, drafting technical documents, identifying and sourcing of equipment etc.
  • On request, assesses also needs related to water, sanitation, hygiene and habitat, and shares information with his/her superiors and concerned colleagues.
  • Is capable of using different electrical measurement devices and tools and has good troubleshooting skills
  • Interviews authorities, local associations, NGO’s and beneficiaries independently and in coordination with other colleagues.
  • Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
  • Provides input to operational reports (WOR/weekly operational reporting, Quarterly reports).
  • Updates and manages the Water and Habitat Project Assistant database (WPA) to update the projects in his/her portfolio – including obtaining input from other Water and Habitat Engineers if necessary.
  • Provides regular information to colleagues on security, stakeholder issues and site progress.
  • Manages project purchasing on labour and materials according to the delegation’s financial rules.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
  • Uses results-based management to evaluate project implementation.
  • Helps identify needs through assessments and surveys.

 Required background, skills and experience:

  •  Bachelor/master’s degree in electrical/Mechanical engineering or similar with 3 to 5 years of experience in electromechanical engineering/instrumentation field.
  • Must have a solid background in electrical/mechanical installations in different areas like healthcare facilities, water sanitation/production plants and similar.
  • Very good command of written and spoken Arabic and English is a must.
  • Very good computer skills using Microsoft Office Excel/Word and CAD
  • Good Knowledge and experience in project management in terms of planning, Quality/cost controls and scheduling
  • Familiar with technical specifications of electromechanical equipment as known as pumps, electrical motors, generators, HVAC and other.
  • Very good analytical skills
  • Capacity of treating information confidentially
  • Excellent organizational and methodical abilities, sense of initiative.
  • Service oriented with a strong sense for setting of priorities and flexibility.
  • Strong advocacy skills
  • Interest for humanitarian activities (especially ICRC’s).
