ORGANIZATIONAL SETTING AND REPORTING:

This post is located within the Engineering and Facility Management Unit of the Mission Support Office of the United Nations Support Mission in Libya. The position is located in Tripoli and is expected to redeploy to Sirte, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support The incumbent will be under the overall supervision of the Engineering Officer.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

JOB DESCRIPTION:

Under the supervision and general guidance of the Engineering Officer, the incumbent will

perform the following functions:

TECHNICAL:

  • Supervise the work of junior staff performed in one or more of the following trade and craft areas: carpentry, electrical, heavy equipment operator, mechanic, plumbing, and/or welding.
  • Install/commission and operate/maintain systems in the specific trade area in compliance

with recognized standards and regulations pertaining to installation and safety codes. Determine priority of work.

  • Prepare/Review the technical reports in the specific trade area and other assessments to determine work requirement, including carrying out technical assessments of the installation, and maintenance of engineering systems.

PROCEDURAL:

  • Develop, read, interpret and close-out technical work orders in conjunction with associated technical specification.
  • Maintain records relating to inventories and work orders.
  • Assess and report to the supervisor on unusual occurrence and/or damage that have taken

place or are likely to occur.

  • Inspect quality of work and work performance Diagnose and Resolve problems. Ensure all stages are completed satisfactorily.

OPERATIONAL:

  • Advanced planning and organizing for most effective execution of work.
  • Prepare cost estimates in the specific trade area.
  • Coordinate work as necessary with engineering counterparts.
  • Provide instructions to junior assistants on proper operation. Train users on equipment installed.
  • Recommend the list of materials and equipment needed for completing the work, and ensure availability for work orders scheduled, and write a work order after the completion of the work.
  • Develop periodic acquisition plans for engineering materials/equipment in the specific trade area.
  • Develop SORs/ SoWs and technical drawings for the projects.
  • Monitor the quality levels of the supply of materials and equipment for routine schedule maintenance.
  • Ensure that daily activities are in compliance with the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives

QUALIFICATIONS:

Education: High school diploma or equivalent is required.

Trade and Craft Certification in carpentry, electrical, plumbing, welding or related trade is required.

Work Experience: A minimum of seven (07) years of progressively responsible experience in construction/commissioning or operations/maintenance of facilities and infrastructure within the specific trade and craft area of carpentry, electrical, heavy equipment operator, mechanic, plumbing, welding and/or related trade and craft is required.

Experience working in AutoCAD (2D &3D) to develop technical drawings is desirable.

Experience in developing SORs/SoWs for complex building construction and renovation projects is desirable.

Experience working in UN or international organisations in the field of engineering is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English and Arabic is required.

ASSESMENT:

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
