Overseas Strategic Consulting, Ltd. (OSC) is seeking experienced an experienced Evaluation and Learning Lead for the anticipated Libya Monitoring, Evaluation, and Learning Activity. This 4-year activity will provide technical support for monitoring, learning (MEL) services for USAID/Libya. USAID/Libya requires monitoring and evaluation services, as well as support to apply knowledge derived from MEL, to inform its program and strategy decisions. This includes in-country third party monitoring of USAID activities in a non-presence environment and the provision of services including mid-term and final performance evaluations; assessments and analyses; data quality assessments and data quality verification; support to implement a scenario-based programming approach that includes context monitoring; support for routine performance monitoring tasks, including maintenance and updating of the Mission Performance Management Plan, activity MEL plans, and indicator collation and analysis; MEL training for USAID staff and partners on pertinent topics; and support to integrate knowledge management and learning across the USAID/Libya portfolio.

The Evaluation and Learning Lead shall be responsible for overall management and functioning of all evaluation, assessment, survey, and special study activities, as well as related cross-cutting learning activities. The Evaluation and Learning Lead must have knowledge and understanding of USAID’s Collaborating, Learning and Adapting (CLA) framework. The duties of this individual include the oversight, recruitment for, and participation in evaluations and assessments throughout the life of the Task Order. S/he will ensure that short-term technical experts and evaluation team members recruited under this Task Order are of a high caliber and possess commensurate technical expertise. The Lead will ensure that evaluations, assessments, and other learning products under this Task Order result in high-quality, usable reports. S/he will also contribute to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this Task Order. The Evaluation Lead must be familiar with USAID evaluation and learning requirements, as described in ADS 201, and able to provide training and capacity building on evaluation- and learning-related topics.

The Evaluation and Learning Lead must possess:

  • Education in a relevant social or administrative field with relevant work experience
  • Demonstration of progressively responsible experience monitoring and evaluating complex donor-funded development programs, preferably including previous experience in the Middle East and North Africa
  • Demonstrated experience carrying out analyses and assessments to inform design and management decisions and keep activities on track towards achieving targeted results and long-term strategic objectives.
  • Demonstrated expertise across the range of tasks needed to successfully manage an evaluation or assessment, including developing high quality statements of work, familiarity with a full range of quantitative and qualitative evaluation and assessment methodologies, proficiency in data collection and analysis, experience fielding and managing qualified evaluation teams, and experience providing quality assurance across the evaluation/assessment process, from inception to the final report.
  • Experience using diverse sources of information to inform organizational capacity building and learning is preferred.
  • Written and spoken proficiency in English at Level 4 as defined by the International Language Roundtable. At least Level 3 proficiency in Arabic is preferred but not required.
