Clear Outcomes is recruiting for an Evaluation and Learning Specialist for an anticipated five-year contract – USAID/Libya Monitoring, Evaluation, and Learning Activity (LMELA). The position will be based in Tunis, Tunisia with potential for travel to and within Libya.
The purpose of this contract will be to provide technical support for monitoring, evaluation, and learning (MEL) services to USAID/Libya. This will include in-country third party monitoring of USAID activities in a non-presence environment and the provision of services including mid-term and final performance evaluations; assessments and analyses; data quality assessments and data quality verification; capacity building and training, and performance monitoring tasks. USAID/Libya does not have a physical presence in Libya and is based in Tunis, Tunisia. It is anticipated that this position will be based in Tunis, with potential for travel to and within Libya. Libyan or Tunisian nationals are strongly encouraged to apply.
The ideal candidate is a monitoring and evaluation professional who is familiar with USAID’s ADS 201 and is solution oriented, resourceful, engaged, proactive and able to work closely with and advise USAID. The candidate is dedicated to wanting to help improve how development is delivered and are passionate about efficiency.
Position Description
The Evaluation and Learning Specialist will provide backstopping support to the Evaluation and Learning Lead and also support the Chief of Party with performance-monitoring requirements. The Evaluation and Learning Specialist must have knowledge and understanding of USAID’s Collaborating, Learning and Adapting (CLA) framework. The duties of this individual include the oversight of, recruitment for, and participation in evaluations and assessments throughout the life of the Task Order. This person will ensure that short-term technical experts and evaluation team members recruited under this Task Order are of a high caliber and possess commensurate technical expertise. The Specialist will ensure that evaluations, assessments, and other learning products under this Task Order result in high-quality, informative, and usable reports. The Evaluation and Learning Specialist will also contribute to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this Task Order. The Evaluation Specialist must be familiar with USAID evaluation and learning requirements, as described in ADS 201, and able to provide training and capacity building on evaluation- and learning-related topics.
Education and Experience Requirements
- Master’s degree or Ph.D. in the social sciences or relevant field
- 5+ years of experience in monitoring, evaluation, and management consulting in international development programs
- Recognized mid- to senior-level expert in the monitoring, evaluation, and learning sector with strong management and people skills
- Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills in English and Arabic
- Comfortable with monitoring, evaluation and learning assignments
- Extensive previous experience on USAID-funded evaluations and familiarity with USAID’s CLA approach
- Excellent trainer and committed to capacity building approaches
- Solution-oriented and a nice person to work with
- Loves to learn and willing to experiment with new technology and new ways of working
- Technical expertise in one or more thematic sectors (such as health, democracy and governance, education, civil society strengthening, environment etc.) a strong plus
- Ability to work in a fast-paced business environment
- Willing to travel to Libya if required for short term assignments
- Professional working proficiency in English and Modern Standard Arabic
